Main purpose of job
The British High Commission Kingston is seeking a professional individual with strong budget and administrative skills for the position of MoD Projects Officer. The main purpose of the role is to support the delivery of UK Ministry of Defence programmes designed to strengthen regional Defence Forces and Police Forces in the region. The successful applicant’s core role will be to deliver accurate budget expenditure, the collating of data and generating supporting evidence of training undertaken to compile the monthly and quarter reporting requirements. The first line manager will be the Executive Assistant and second line manager will be the Assistant Defence Attaché.
Roles and responsibilities
- Assist with the delivery of agreed projects ensuring Value for Money.
- Monitor project expenditure and produce monthly financial and progress reports.
- Provide support in carrying out efficient financial and contract management, procurement activities, processing payments, and ensuring that all programme activity is conducted within UK public procurement rules.
- Provide administrative support in reporting results, monitoring and evaluating progress of Defence activity.
- Respond to internal and external enquiries about Defence Engagement/activity.
- Provide flexible administrative support and occasional cover to other team members.
- Provide support to Defence team, including admin and logistics support, arranging meetings, project related travel and training programmes
- Be the lead Officer for submission, collation and dissemination of UK MoD Diplomatic Clearances for the Caribbean region.
- Ensure there is adequate office sundries for use by staff, advising the Office Manager when purchases are necessary.
- Ability to work in a high pressure, high workload environment.
- Strong administrative skills. Including computer (word, excel, outlook), excellent communication and coordination skills. This should include very good attention to detail.
- An ability to understand and handle appropriately marked classified material (up to Official Sensitive).
- Self-motivation, forward thinking, positive outlook.
- The ability to mutli-task and time manage, with effective prioritisation.
- United Kingdom security clearance in place or previous security checks (Police/FCO/Military)
Language requirements
An excellent command of the English language is essential
Must have the legal status to live and work in Jamaica.
- Enhanced computer skills – (MS Word, Outlook, MS Excel)
- Demonstrated ability to hit the ground running
- Demonstrated ability to deliver at pace and to meet deadlines with accuracy.
- First class interpersonal and communication skills, confident dealing with stakeholders at all levels.
- The ability to work on your own initiative and be an excellent team player.
- A high standard of integrity demonstrated by a proven track record of excellence in a position of trust
- High Commission or Military background/experience.
Qualifications
- Ability to communicate, written and spoken, effectively in English.
- Firm understanding of numeracy and accounting (spreadsheets).
Experience
- Ideally have experience of working in a small team.
- Understanding of military and civil defence ranks and hierarchy.
- Able to prioritise own workloads.
