Main purpose of job:
The main purpose of the role is to ensure delivery of professional and high quality front line services in line with FCDO guidance.
The successful candidate will need to deliver professional and efficient consular services to British Nationals and other qualifying persons in Mexico: including working on consular cases, such as hospitalisations, deaths, detentions, victims of crime and cases of mental health as well as notary services and Emergency Travel Documents.
The Pro-Consul, will act as the first point of contact for consular customers, often working independently, reporting to the Vice Consul. They will also be required to work with senior management and Press and Communications teams at post and in the region, particularly during the Vice Consul’s absence.
Roles and responsibilities / what will the jobholder be expected to achieve?:
Assistance work, including crisis:
- Provide consular advice and assistance to British Nationals and other qualifying persons, with a particular emphasis on those deemed vulnerable.
- Perform required Notarial and Documentary Services and print Emergency Travel Documents according to guidance.
- Assist with high profile and/or complex consular cases, maintaining communication with stakeholders externally (local authorities, NGOs, Civil Society and other Embassies) and internally including senior management and London.
- Assist in meeting Consular Business Targets.
- Build and maintain a good base of consular contacts through outreach programmes to assist with Consular cases and Crisis planning.
- Participate in Crisis Exercises and prepare for possible deployment as deputy Consular Manager.
Outreach:
- Help to establish and maintain a network of key contacts, such as government agencies, NGOs, other Embassies, etc.
- Occasional travel for outreach in Mexico City and across the rest of the country.
Communication and administration:
- Assist with Consular internal and external communications at post.
- Represent the Embassy at Consular meetings.
- Work with the authorities on consular issues.
- Undertake administrative and other self-management tasks.
- Contribute to the management of the Consular Budget for Post.
Regional responsibilities:
- Contribute to Consular Strategy and Policy input and respond to requests for information from Regional Management and London.
- Participate in regional videoconferences.
- Support other posts in the region by contributing to resilience, both remotely and deploying when required.
Resources managed (staff and expenditure):
- Line managing one intern.
- Managing small budgets (consular imprest, benevolent fund, consular fees).
- Higher Education in international relations, law, social sciences, psychology or other relevant field;
- Excellent organisation, prioritisation and communication skills;
- Should be a proactive and creative self-starter with strong interpersonal skills who has the ability to learn quickly;
- Able to prioritise in a fast-paced work environment, working largely unsupervised, delivering to deadlines and agreed targets;
- Have excellent communication skills relating to relationship building both internally and externally to the British Embassy;
- Excellent interpersonal, written and oral communication skills in English and Spanish;
- Computer literate, working with Microsoft Windows and able to manage information effectively with available computer systems;
- Language: fluent in English and Spanish.
- Casework experience/dealing with vulnerable people;
- Experience working in the government sector or with NGOs;
- Good understanding of the Mexican government institutions and legal system.

Learning and development opportunities:
The successful candidate will be required to complete mandatory training within the first 3 months of appointment:
- Mandatory e-learning trainings such as management of information and inclusion and diversity;
- Mandatory Essential Assistance Work training; within the first 6 months of appointment.
Numerous additional learning and development opportunities available to job holder, in and outside of Mexico.
Working patterns:
Working hours are Monday – Thursday 08:00 – 16:30 (30 min lunch) and Fridays 08:00 – 14:00 (without lunch)
Job holder will be issued with an official Embassy phone and may be asked to work out of normal hours in consular emergencies. Any work outside of normal working hours will be compensated.
This is a customer facing role and options for a flexible working pattern are limited, though can be accommodated where possible.
Candidates must be able to live and work in Mexico in their own right. The successful candidate will be subject to a security clearance and professional reference checks.
Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
The nature of the job may include tasks that some may find distressing, such as prison, hospital and morgue visits. The successful applicant will need to have a high level of resilience to trauma.
All consular staff participate in a Wellbeing Supervision Programme and have the opportunity to speak to a wellbeing supervisor every 3 months, with optional sessions in between.
If successful, the applicant will be required to provide a background check, as well as undergo internal security clearance processes, including an additional security interview.
