The British Embassy, Amman is seeking a highly motivated and enthusiastic individual for the position of Programme Manager for Jordan Counter-Terrorism Programme Fund (CTPF), Grade – B3 (L).

 

Main Purpose of the job:

The programme manager is expected to manage the delivery of CTPF programme activity from October 2021 to the conclusion of the financial year at the end of March 2022. The programme manager will ensure that projects are delivered on time and to budget, monitoring risk throughout the delivery cycle, working with Jordanian stakeholders to ensure successful delivery and ensuring monitoring and evaluation tools are incorporated into project design to assess impact.

Main Responsibilities:

  • Procure suppliers for CTPF projects within the Jordan programme portfolio. Research most appropriate procurement methods taking value, scale of project and market diversity into account. Establish a procurement timetable to ensure delivery takes place on time.
  • Provide financial management of projects; evaluate supplier ABBs, ensure accountability for spending, request monthly invoices, process project spend on FCDO systems.
  • Produce quarterly reports on project delivery with updates on quarterly activity, outcomes achieved and highlight current and future risks and mitigations.
  • Manage delivery of CTPF capacity building training sessions; liaise with Jordanian security authorities and implementers to determine dates, venues and participants.
  • Provide interpretation in meetings with key Jordanian stakeholders in the security sector.
  • Keep track of CT incidents and trends in Jordan and ensure this information is distributed to key colleagues in London and British Embassy Amman.

Resources Managed:

CTPF programme fund of approximately £450,000.

Essential:

  • Fluent communication skills in both Arabic and English (both spoken and written).
  • Minimum 3 years previous programme management experience, particularly financial management in an embassy/NGO environment.
  • Candidate must hold a Degree level education in a relevant subject.
  • Experience of budget management and forecasting.
  • A flexible approach to work whilst under pressure.
  • Ability to work in fast-paced, high profile environments, and deliver to deadlines.
  • Computer literacy in Microsoft Office packages.

Desirable:

  • Experience of working in a security related environment.
  • An understanding of Jordanian security sector dynamics and the terrorism threat posed to Jordan.

Working Hours and Remuneration:

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances.

Pay is on the Embassy B3 (L) scale, with a salary of JOD 1,613 per month. Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities.  If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary which is minus the deduction of an equivalent level of local tax.  Further information on this will be given to candidates at interview if necessary.

This position is offered on a full time, fixed term contract for 6 months. The desired start date for the successful candidate is 1st October 2021 and the contract will end on 31st March 2022.

The successful candidate will be subject to a 90-days probationary period (as appropriate). The selected candidate will have the right to live and work in Jordan.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.
