The British Embassy in Paris is part of a worldwide network, representing British political, economic and consular interests overseas. It is also part of the UK’s France Network including offices in Lyon, Bordeaux and Marseille and representation to international organisations in Paris (OECD and UNESCO) and Strasbourg (CoE).
The British Embassy is looking for a Serious and Organised Crime Policy Officer to join the Justice and Home Affairs Team (which is part of the National Security and Foreign Policy Team). This is an integral role in a very busy team that covers a wide range of high profile issues including cyber security, counter-terrorism, security, Serious and Organised Crime, justice, borders and migration. This officer in this role will also work closely with Joint Serious and Organised Crime operational partners. France is a high priority for the full range of SOC operational agencies, with NCA, HMRC, IEI, CPS, SO15 and Border Force all present on the platform.
The ideal candidate will be a self-starter who has the ability to work on complex issues autonomously, gather evidence to inform policy and drive forward delivery at pace. They must have excellent networking skills and the ability to engage a wide range of internal and external stakeholders across policy and operational areas.
Main responsibilities will include:
- Carry out stakeholder mapping of relevant private sector, civil society, academia and think tanks;
- Commission research and analysis on the threat, the gaps in what France and the UK are already doing to counter SOC in France and identify where policy engagement and / programmes are needed to deliver real change on SOC;
- Engage with French government contacts to (i) build consensus on UK-France SOC priorities and leverage greater bilateral policy and operational co-operation on SOC; and (ii) identify opportunities for bilateral action in Europe or globally in multilateral fora;
- Hold a series of workshops on key SOC topics in France (illicit commodities, economic crime and online child sexual exploitation and abuse (CSEA), convening both private sector/civil society/ academia and think tanks AND French government contacts;
- Based on the evidenced gathered, design programmes and create a senior engagement plan to ensure a holistic operational /policy response to SOC threat in France.
- Fluency in French and English (both oral and written, minimum C1 level*);
- Clear, concise and convincing written drafting skills;
- Excellent networking skills. Ability to develop and maintain a network of key contacts in the French Government and civil society, think tanks and academia;
- Strong IT skills (Outlook, Word, Excel);
- Good team working skills and a willingness to make a wider contribution to the team and the Embassy;
- Experience working with senior government officials and think tanks or academia.
- Experience on working in serious organised crime;
- Knowledge of the British and French security /law enforcement systems and structures;
- Knowledge of the UK and interest in UK politics and current affairs.

This is a full-time and fixed-term contract for 6 months to the end of FY2021-22 but, subject to confirmed funding, it will be extended for a further 12 months from Spring 2022.
All appointments are subject to professional background check satisfactory security clearance. The successful applicant will be required to provide a copy of his/her passport or national identity card for all nationalities held, an up-to-date criminal record (casier judiciaire) for recent countries of residence (which can be obtained online at https://www.cjn.justice.gouv.fr/cjn/b3/eje20 ), two written proofs of address (utility invoices and/or bank statements) and two references.
