The British Foreign and Commonwealth and Development Office (FCDO) has outsourced its Facilities Management services for diplomatic missions to a private sector provider. Staff, customers and suppliers will benefit from simplified, standardised and streamlined services. The delivery of the FCDO’s strategic priorities will be enhanced through better management information, a streamlined and more agile network and better value for money.
The Role
The Regional Facilities Contract Manager role will be based at the British High Commission in Singapore, but will provide customer account management for British missions in the Asia-Pacific region. The role reports to Head of Operations based in Hong Kong. This is a regional role with responsibility for several posts in Asia Pacific region – so the ability/willingness for periodic travel is vital.
Accountability and ownership of the service performance and facilities expenditure within this region is essential, along with building effective customer relationships. The Regional Contract Manager (Facilities) will enable and proactively manage and support the day to day delivery of effective Facilities Management services in accordance with agreed contract terms. The role will also ensure that services are delivered to the required contract standards and within agreed budgets.
To Be Successful In This Role

- You will need to take true ownership of Facilities Management a number of Posts in the region.
- You will take ownership of Health & Safety standards/Compliance across your area of responsibility.
- You will take ownership of your delegated budget; the key goal is to make best use of your available budget to meet your customers’ needs. This includes effective tracking of spend throughout the year, and making decisions on what you can do with your allocated funds.
As a Facilities Contract Manager your duties & responsibilities will include but not be limited to:
- Handling of customer expectations in line with contractual KPI’s and Service Deliverables, and showing agility to meet requirements, as well as effectively addressing shortcomings in service and performance.
- Developing and maintaining productive relationships with the Posts within your region, with OneHMG customers/FCDO directorates & departments and representatives of the FM supplier, ensuring customer expectations are properly managed.
- Liaising with service partners on a day to day basis to drive the service for customers, and via fortnightly Operational Level Governance (BAU) meetings.
- Providing FM advice to the smaller satellite Posts within the region.
- Ensuring that the needs of all stakeholders are identified, communicated and acted upon as appropriate, in line with FCDO processes and protocols.
- Provide Health & Safety, and Compliance assurance for posts in your region.
- Maintaining regular contact with other regional FM and service provider staff and team leads to ensure uniformity of service provision and assistance in operational management.
Resources managed:
Personal responsibility for an allocated budgets of circa £500k, plus monitoring and administration of residential rent budget circa £800k per annum.
The successful applicant will be an experienced Facilities Management service manager, with a proven record of success. Considerable experience of delivering estate management service through teams, estate improvement, value-for-money and a track record of supervising an FM contract is essential. Also a thorough understanding and considerable experience of developing and operating performance-based FM services via KPI/service deliverable focus.

- The right candidate must demonstrate strong and effective communication and customer engagement skills as handling customer expectations is key to success in the role. Honesty and openness are key to gaining customer confidence & trust. Also, the ability to deliver difficult messages in a diplomatic and effective manner.
- Supplier management skills (to manage a win-win relationship). A key to success in this role is to view our service partner as a true partnership; taking the view ‘If the service provider fails – I fail’.
- A good understanding of FM, including contract performance management and technical experience in servicing and improving a customer estate.
- Good negotiating and influencing skills
- Good financial literacy, budget control & reporting experience
- Health & Safety legislation knowledge
- Professional qualifications or equivalent in an Estate/ FM or related subject, and membership of a property/ FM related professional body.
- Knowledge of and ability to communicate effectively.
- Good knowledge of the basics of procurement

We offer a competitive package, which includes basic salary of SGD 8,103 per month and annual wage supplement [an additional 2 months’ salary paid out in December each year], 23-day annual leave entitlement in pro rata and insurance plan.
This role is open to applicants from outside Singapore, but there must be viable travel corridor from your country of residence and you must be in a position to relocate to Singapore within six weeks of a job offer and security clearance. The successful applicant will likely be required to work from home for 50% of the time until Covid-related measures are relaxed.
The British High Commission in Singapore encourages all staff to develop their capabilities, through both formal training (courses) and informal (job-shadowing, coaching, on-the-job training etc.). The majority of our formal L&D opportunities are drawn from FCO resources. All staff are encouraged to share their skills and experience with colleagues, through informal training (‘lunch & learn’) or coaching/mentoring. All staff are eligible for 5 L&D days a year.
This is a challenging and demanding role offering the successful applicant many development opportunities to build on their existing FM and property related skills in a high profile and challenging international environment.
Normal working hours are 37.5 per week. BHC standard hours are 08:30-17:00 Mon-Fri.
This job is not suitable for flexible working patterns, because it must cover the operational needs of 5 posts in the region. However, we work as a team and designated alternative team members stand in during periods of sickness of annual leave with prior agreement.
You must have or be able to obtain a local work permit which we will sponsor.
