Main purpose of job:

As a representative of the Intellectual Property Office of the UK (IPO) in SE Asia (based in Singapore), the jobholder will lead the UK’s trade and business engagement on IP issues across this dynamic region. IP outreach, engagements and dedicated support for UK business in the region has increased substantially following the UK’s departure from the European Union. This role is the focal point for that effort.

This will involve working closely with UK government colleagues, governments across SE Asia, UK businesses and industry associations. It will mean being one of the British High Commission’s experts on IP, raising awareness of IP issues across the UK government’s SE Asia network and advising UK businesses on IP matters in SE Asia. 

The post holder will report to the D6(L) SE Asia IP Attaché and will be working to ensure a coherent approach to the UK’s engagement in SE Asia on intellectual property; and managing projects that support this engagement. This will involve targeting activities to specific markets and sectors, which will have the maximum impact.

Main Duties:

Delivering the UK’s IP Strategy for SE Asia

  • Act as one of the IPO’s representatives in SE Asia – Build relationships with businesses, policy makers and relevant stakeholders in SE Asia. Enable UK businesses to formulate and execute strategies to effectively capitalise on their business’ intellectual property in the region.
  • Deliver the business elements of the UK’s International Strategy on IP – Support the delivery of the UK’s International Strategy on IP and IP-related issues in SE Asia working closely with the D6 Attaché (SE Asia), spotting new and emerging trends, particularly those that relate to business requirements, and drive implementation of those elements of the strategy.
  • Strategic partnership development – Identify opportunities and facilitate the strengthening of links for strategic partnerships between the UK and SE Asian countries on IP-related initiatives.
  • Lead on senior IP visits – Lead on organising and coordinating IP-related visits to the UK by overseas counterparts from SE Asia, and visits to SE Asia by UK Ministers and IPO officials.

Lead on IP support to UK business

  • IP advice to business – Lead for the IPO team in providing informed advice on IP issues to UK businesses operating, or wishing to operate, in SE Asia.  Provide regular and bespoke support to UK business on their IP issues, which we anticipate will increase substantially following UK’s departure from the European Union
  • Lead representation at IP business events – Represent IPO on business related engagement, including at trade fairs, business events and receiving UK business delegations in Singapore.
  • Develop electronic publications on IP matters in SE Asia including monitoring and communicating relevant IP developments affecting UK businesses.
  • IP trade policy advice – Provide IP advice to UK government in relation to IP aspects of trade policy for the SE Asia region

  • Strong knowledge of IP policy, process, administration and legal frameworks within SE Asia. At least 5 years’ IP or IP-related work experience required.
  • Experience of working directly with both governments and businesses.
  • The regional nature of the role means effective self-management and prioritisation, and the ability to operate relatively independently, are critical.
  • Strong strategic thinking, communicating, influencing, problem-solving, and judgment skills. Effective stakeholder and customer relationship management is essential.
  • Knowledge of the SE Asian IP business environment is essential. 
  • Familiarity with UK/EU IP policies helpful but not essential. 
  • Proficiency in Microsoft Office.

We offer a competitive package, which includes basic salary of SGD 8, 265 per month and annual wage supplement [an additional 2 months’ salary paid out in December each year], 23-day annual leave entitlement in pro rata and insurance plan.
