Main purpose of job:
The British Office Taipei is recruiting a Senior Climate Change and Energy Officer.
Tackling climate change is one of the UK’s top foreign policy priorities. In this exciting position the jobholder will lead on efforts to build deeper cooperation with Taiwan on climate and energy policy. As the UK’s lead climate officer in Taiwan you will join a network of more than 100 people working on climate issues for the UK Government around the globe. This is an exciting and varied role, where you will have lots of scope to be creative and to use your initiative to suggest new potential projects or areas of cooperation. You will lead on a wide range of areas including reporting and analysis of Taiwan’s energy and climate policy developments; delivering projects and events; and designing and implementing policy cooperation campaigns with important stakeholders. Your work will also include delivery of our annual Energy Dialogue with Taiwan, a key forum for advancing our cooperation.

Roles and responsibilities / what will the jobholder be expected to achieve?:
The Senior Climate Change and Energy Officer’s key aims are to lead and coordinate the British Office Taipei’s work to combat climate change and to promote enhanced links between the UK and Taiwan on climate and energy policy. This will include:
- Driving implementation of the British Office climate objectives including on climate change policy, green finance, energy transition, and low emission vehicles.
- Developing your own wide network of relationships and managing strategic engagement with the Taiwanese authorities, academics and NGOs, and business groups.
- Leading the delivery of our annual UK-Taiwan Energy Dialogue, a key part of our climate and energy engagement with Taiwan which sits under the umbrella of our annual Minister-level trade talks.
- Providing reporting and analysis of climate change and energy policy developments in Taiwan to colleagues in the UK and around our global network.
- Devising and leading the implementation of climate-related projects to support our objectives, working with policy experts in the UK and Taiwan
- Working closely with the British Office Science and Innovation team to deliver activities to enhance science and research cooperation in energy innovation.
- Working with Department of International Trade colleagues to support UK commercial interests in the energy sector, including using your policy expertise and networks to help overcome market access barriers.
- Working with closely with media colleagues to deliver the climate-related campaign and media projects.
- Supporting the broader working environment of the British Office by participating in office-wide initiatives including for example cross-team committees on Learning and Development or Wellbeing.
Resources managed (staff and expenditure):
You will manage the delivery of climate and energy related projects (variable each year, but this year around £100K)
This role does not have formal line management responsibility but you will work closely with the Prosperity Officer who spends part of their time supporting our climate objectives.
Essential on arrival:
- Knowledge of climate and energy policies and issues
- Strong team work and collaboration skills, including confidence in suggesting new ideas and ways of working
- Strong networking skills and confidence to engage effectively with senior contacts
- Ability to analyse and assess different forms of information, evidence and data
- Excellent written and verbal communication skills, with the ability to draft high quality written material to short deadlines and to present with confidence to senior stakeholders.
- Ability to work independently and to prioritise competing demands
Language requirements:
Language: Mandarin and English proficiency essential.
Level of language required: Fluent written and spoken
- Qualifications in the fields of climate or energy policy, or economics
- Public speaking skills or experience
- Project management skills and experience
- An existing relevant network of relevant contacts in the Taiwanese authorities, companies and academia.

We will provide a full induction programme including online courses and on the job learning. There will be opportunities to attend in person training courses subject to COVID-19 travel restrictions.
Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Office are subject to Terms and Conditions of Service according to local Taiwan employment law. Candidates must have the correct permit to work in Taiwan in order to apply.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
Working patterns:
Willing to work flexibly and occasionally outside core hours to attend events.
