Visual Graphic Artist
Purpose:
To provide visual graphic production support to the UN Women Regional Office for Asia and the Pacific for events, meetings, and workshops.

From 15 June 2021 – 14 June 2022 (with a maximum of 100 working days of assignment period; UN Women does not warrant the maximum of 100 days). The service will be purchased during the term of Agreement.

I. Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Building on twenty years of experience in the areas of Women, Peace and Security (WPS) and Governance, including conflict prevention and resolution, peacebuilding, security sector reform and access to justice, UN Women Asia and the Pacific Regional Office implements several projects in the areas of WPS and Governance. These include projects on Preventing Violent Extremism; Women in Law Enforcement; Women and Cybersecurity; and Access to Justice.
In upholding these commitments, UN Women Asia and the Pacific Regional Office is responsible for driving the positioning of UN Women among the donor community, development partners and the public by promoting gender equality, working for the elimination of all forms of discrimination against women and girls, and supporting women’s empowerment. Given these functional responsibilities, the work of the office includes ensuring technical quality of advocacy materials and communicating its key messages in various visual formats. Communicating strategy results and key messages using visual tools are paramount in mobilising partners and resources, as well as to drive progress on gender equality by reaching broad and diverse audiences.
In this context, UN Women Regional Office for Asia and the Pacific seeks to hire a consultant as Visual Graphic Artist to support communications on Governance, Peace and Security.
Duties and Responsibilities
II. Duties and Responsibilities
The consultant will work under the supervision of the Regional Adviser for Governance, Peace and Security (or OIC ad interim) of UN Women Asia and the Pacific Regional Office and be under technical guidance of the Programme Specialist for Governance, Peace and Security in the Regional Office.
The consultant will be responsible for producing graphic recordings/summary reports of UN Women events, workshops, meetings, and other activities. The main activities of the consultancy will include, but not be limited to visual coverage of events, workshops and meetings of the UN Women Regional Office Asia and the Pacific, unless assigned to support other targeted programmatic activities. UN Women will provide technical guidance where possible.
The consultant will work closely with UN Women to perform the following tasks:
Attend events, workshops, meetings, and other activities (as requested) to provide succinct documentation outlining the highlights of the events.
Conduct high-quality graphic recordings/visual stories of events, workshops, meetings, and other activities as requested.
Produce and edit time-lapse videos with background music of said graphic recordings and prepare them for dissemination.
III. Final products and deliverables
The consultant must deliver graphic recordings/visual stories covering events, workshops and meetings of the UN Women Regional Office for Asia and the Pacific, or as per UN Women Regional Office’s given assignments. The precise amount of content to be visualised will be for further discussion with the consultant.
Key duties and responsibilities:
Abide by the UN Women Visual Communications Guidelines;
Bear all related costs and work independently to successfully achieve end results. Indirect costs such as printing, designing, stationeries and communication in relation to the scope of work and travel costs (if any) must be included in the financial proposal;
Supply or ensure access to all editing equipment and software as needed;
Successfully capture and visually present the core elements of the situation/activities assigned for coverage in a clear and creative manner;
Incorporate the feedback of UN Women and partners as appropriate and necessary;
Ensure that the graphical recordings/visual stories and time-lapse videos are relevant to their purpose and hold a high quality (inclusive and gender-sensitive imagery and language, appropriate size and resolution including: (i) Delivery of graphic recordings/visual stories in a digital format with a DPI appropriate for publication, such as JPEG/PNG/TIFF with a 300 dpi or higher; (ii) 4k progressive video format with 25-50 frames/sec, and; (iii) Final videos with High-Res CODEC (lossless) such as Apple Hi Res 422 HQ or LT);
The consultant has the right to be credited, implying that their name should accompany all originals and reproductions of their work.
Competencies
IV. Warranties, consent, and intellectual property
1. The Consultant represents and warrants that he/she has not, and undertakes that he/she shall not, infringe any third-party intellectual property rights in performing any activities pursuant to the Contract. The Consultant represents and warrants that that he/she shall perform the activities pursuant to the UN Women Photo Policy and Guidelines including obtaining written consent when required, including from survivors of violence and from the legal guardian/s of children under 18 years of age (mandatory use of UN Women consent form within the UN Women Photo Policy and Guidelines).
2. The Consultant shall indemnify, hold, and save harmless, and defend, at its own expense, UN Women, its officials, employees, consultants, agents, or other representatives from and against all suits, claims, demands, and liability of any nature or kind, including their costs and expenses arising out the Consultant’s violations of the representations and warranties above.
3. The indemnity set forth, above, shall not apply to:
a) A claim of infringement resulting from the Consultant’s compliance with specific written instructions by UN Women directing a change in the specifications for the Deliverables or directing a manner of performance of the Contract not normally used by the Consultant; or
b) A claim of infringement resulting from additions to or changes in any Deliverables furnished under the Contract if UN Women or another party acting under the direction of UN Women made the changes.
4. UN Women shall advise the Consultant about any such suits, proceedings, claims, demands, losses, or liability within a reasonable period of time after having received actual notice thereof. The Consultant shall have sole control of the defence of any such suit, proceeding, claim or demand and of all negotiations in connection with the settlement or compromise thereof, except with respect to the assertion or defence of the privileges and immunities of UN Women or any matter relating thereto, for which only UN Women itself is authorized to assert and maintain. UN Women shall have the right, at its own expense, to be represented in any such suit, proceeding, claim or demand by independent counsel of its own choosing.
5. In the event the use by UN Women of any Deliverables provided to UN Women by the Consultant, in whole or in part, in any suit or proceeding, is for any reason enjoined, temporarily or permanently, or is found to infringe any patent, copyright, trademark or other intellectual property right, or in the event of a settlement, is enjoined, limited, or otherwise interfered with, then the Consultant, at its sole cost and expense, shall, promptly, either:
a) procure for UN Women the unrestricted right to continue using such Deliverables provided to UN Women;
b) replace or modify the Deliverables provided to UN Women, or part thereof, with the equivalent or better product, or part thereof, that is non-infringing; or,
c) refund to UN Women the full price paid by UN Women for the right to have or use such Deliverables, or part thereof.
6. UN Women confirms that the whole of the copyright present, future or contingent whatsoever and all other right, title, and interest in and to the Deliverables shall be vested in the Consultant throughout the world in accordance with all applicable copyright laws. The Consultant further acknowledges and agrees that UN Women shall have the unconditional non-exclusive and perpetual right to make use of the Deliverables including but not limited to the entire take of all photographs from the Assignment in such manner as UN Women shall in its sole discretion think fit including without limitation the right to include the Deliverables on its own website and/or in any other public relations materials used to promote UN Women. UN Women may re-edit the Deliverables or any part thereof as convenient for its own exploitation of the Deliverables in any medium. UN Women may provide the Deliverables to other UN agencies and the media at no cost and may apply a Creative Commons Attribution-Non-commercial-NoDeriv 2.0 Generic license to the Deliverables.
7. The provisions of this section 9 of the Terms of Reference shall supersede any inconsistent terms in the Contract for Consultant including the Conditions of Service for Consultants.
V. Duration of Assignment and Duty Station
The time required for the consultancy is estimated at 100 working days within the period from 15 June 2021 – 14 June 2022. The consultant will be engaged under a retainer contract, which facilitate direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee. The assignment will be home-based.
VI. Schedule of Payments
Payment in full upon final submission and satisfactory deliverables of each event.

VII. Required qualification:
Minimum secondary education. Bachelor’s degree in any communications-related courses is preferred.
Minimum 3 years of experience in the field of graphic art. Experience engaging events through visual graphic recording, particularly in gender and development projects, is strongly preferred;
Proven track record in providing creative and engaging graphic recording, visual notetaking and/or graphic charts services during virtual and live conferences/webinars, workshops, trainings and/or learning events, to be assessed through samples;
Knowledge and expertise in graphic visual facilitation and summarizing, mind and visual mapping, and graphic murals for presentation support, templates and simplifying data using innovative platforms for engaging communities, especially women and girls, into action (e.g., digital platforms);
Experience working with the United Nations system, international organisations, civil society or related area, in gender and humanitarian issues is desired, and;
Fluency in English is required.

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:
Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
The total number of points allocated for the price component is 100.
The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
