Program / Department Summary

WASH (Water, Sanitation, and Hygiene) Program supports displaced, conflict-affected populations by enabling access to urgently needed WASH services as part of a first-line response and supports host communities and families who have returned home and required improved WASH services

General Position Summary

Describe in a sentence or two the true essence and purpose of this position. S/he reports to the WASH Project Manager to support the implementation of activities according to high technical standards and following Mercy Corps’ policies and procedures. S/he supports the overall WASH team in strategic contingency planning ahead of anticipated humanitarian response. S/he will assist in tracking program progress including through site visits, completing paperwork in consultation with the Procurement Department, and coordinating with stakeholders in the field.

Essential Job Responsibilities

  • Assist WASH Project Manager in all tasks that facilitate achievement of program deliverables;
  • Liaise with and support WASH Engineers and Hygiene Program Officers to ensure that all activities are implemented smoothly, effectively, and make the best use of project resources for beneficiaries;
  • Provide written and oral translation for technical documents, including Bills of Quantity, Completion of Service Notes, government facilitation letters and permission documents, etc.;
  • Initiate and track procurement processes for purchase requests, purchase orders, and payment requests for infrastructure projects, hygiene materials, and emergency WASH services, in coordination with the Procurement Department;
  • Supports the hygiene promotion team in documentation of the distribution data, with performing the data entry for both distributions of NFI and services provided by Mercy Corps.
  • Supports the training of the hygiene promoter and distributions assistant, with keep following up on monitoring their performance in the field.
  • Support WASH team in conducting the hygiene promotion events (ex; world water day) and activities (MHM and CHAST).
  • Coordinates with the MEL Department to collect beneficiary data and technical program output data (e.g., FRC test results), conduct program implementation data entry, and maintain program data bases;
  • Manages the program filing system for all activities and ensure that information is organized accordingly to the reporting and auditing needs of the program. Ensure required levels of confidentiality;
  • Coordinates closely with the WASH Project Manager, relevant to administrative and finance to ensure proper logistics, administration, human resources of the program are conducted within MC policy and with the maximum benefit to the program;
  • Maintains strong understanding of the security, political, cultural, and overall contextual situation in areas of program implementation and potential program expansion, specifically regarding movements of populations and areas of settlement in camps or outside of camps;
  • Conducts himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

 

Finance & Compliance Management
  • Ensure compliance with donor and Mercy Corps regulations related to emergency programming.

 

Influence & Representation
  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.

    to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.

Accountability

Reports Directly To: WASH Project manager

Works Directly With: WASH engineer, WASH officer and Hygiene promotion officer

Knowledge and Experience

  • Bachelor Degree in Environmental Engineering, Public Health, Civil engineering, Mechanical Engineering or Information/media.
  • Preferred at least one year professional experience in implementing emergency response WASH programs in a humanitarian setting;
  • Excellent organizations skills and knowledge of filing systems for hard copy and digital files
  • Strong report writing skills in Arabic and English;
  • Excellent spoken and written English and Arabic
  • Excellent computer skills with ability to perform tasks on Microsoft office package (word, excel and power point)
  • Excellent interpersonal and communication skills with ability to achieve cooperation and agreement amongst diverse groups with competing priorities.
  • Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently and with a calm attitude;
  • Excellent time management skills and resourcefulness with strong attention to detail;
  • Physically able to spend the long periods in the field in harsh conditions, with carrying a loads with average weight of 5 kg.
  • Ability to think independently and problem solve, able to suggest solutions and mitigations with minimal guidance.
  • Honest and committed to compliance with all policies and procedures in all aspects of work
  • Good strategic thinking and planning skills with eagerness for innovation

  • Sensitive to the protection and gender concerns of beneficiaries; demonstrating a strong sense of empathy and dignity for Syrian refugees, Iraqi Arab and Kurd displaced people, and host community members.
  • Demonstrated flexibility and creativity in planning and problem solving.
  • Proven ability to learn quickly, take initiative, and be accountable for results.
  • Conscientious, with an excellent sense of judgment.
