Program / Department Summary
Mercy Corps has worked across Iraq’s 18 governorates since 2003, implementing relief and development
Programming, more than a third of which has focused on the specific needs of refugees and displaced persons. Mercy Corps Iraq current goal is to work with new and existing civil society, public and private sector partners to meet immediate and long-term needs by strengthening communities’ ability to rebuild amidst increasing crisis. Mercy Corps Iraq focuses on (1) a relief-to-resilience pathway to meet the needs of conflict-affected communities leveraging agency expertise in conflict management and civil society development (2) a humanitarian response that empowers conflict-affected populations to meet their own needs (3) partnering with conflict-affected adolescents to address their diverse needs, promoting leadership and linkages with civil society.
General Position Summary
The WASH Officer will support the work of the WASH officer in term of COVID-19 WASH activities , working closely to develop plans that ensure smooth implementation of projects, and s/he will be responsible for the timely reporting on program results & indicators in his/her respective area of responsibility. WASH Officer will work closely with the WASH program team, coordinate with field monitors in the area, and liaise with local authorities/community leaders in order to ensure a more efficient implementation of WASH activities (such as trainings, hygiene promotion, infrastructure, distribution of NFI ..etc.). S/he will ensure that all WASH activities and documentation follow Mercy Corps’ policies and procedures. S/he will supervise WASH‐related activities and report on timelines, progress, and flag issues or potential delays, prepared to initiate mitigation measures to ensure the program implementation meets deadlines. S/he will travel frequently to program areas as needed according to work plans and program objectives.
Essential Job Responsibilities
Program / Management :
- Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
- Ensure that beneficiaries are effectively targeted and serve.
- Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
- Help ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
- Fulfill Mercy Corps’ Program Management Minimum Standards based on the organization‐wide guide.
- Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, donor’s compliance, and beneficiary accountability standards.
- Lead in the design and implementation of all WASH activities including context specific messaging and including hygiene awareness activities, public campaigns, technical assessment …etc.
- Work collaboratively with the WASH project manager and team members to make sure that the hygiene promotion principles are properly mainstreamed in all of other activities such as the rehabilitation of infrastructure and cleaning campaigns.
- Develop work plans and maintain calendars for all WASH activities in camps and off camps.
- Document implementation of all WASH activities and track progress towards program targets, keeping all team members apprised of achievements, delays, and issues.
- Provide technical guidance on national and international standards (e.g., SPHERE, CHAST,.. etc.) and practical hands‐ on training to staff working under his/her supervision.
- Work closely with the WASH Assistant to ensure internal weekly and monthly reports are submitted on time to the WASH Project Manager and are of an acceptable standard.
- Maintain strong understanding of the security, political, cultural, and overall contextual situation in areas of program implementation and potential program expansion, specifically regarding movements of populations and areas of settlement in camps or outside of camps.

- Develop the capacity of the team, deepen understanding of their roles and assist with career development.
- Assist team members with information, tools and resources to improve performance & reach objectives.
- Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
Influence and representation:
- Identify, build and manage collaborative partnerships with other active humanitarian actors, sub‐ grantees, donors, local governments and other stakeholders.
- Communicate effectively to ensure overall project targets and donor obligations are met.
Scrutiny:
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
Others
- Conduct him/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission.
- Must have strong organization skills with capacity to help contribute to developing and enhancing internal systems and processes.
- Adhere to all MC policies and procedures as outlined in MC policies and procedure manuals.
- Any other duties requested by the supervisor.

REPORTS DIRECTLY TO: WASH Project Manager for Salah Al Din
WORKS DIRECTLY WITH: WASH engineer , procurement, and finance team.
Knowledge and Experience
- Two – three years of WASH experience, reporting and strong technical knowledge and professional experience in implementing emergency response WASH programs in a humanitarian setting.
- Experience working with an INGO is preferred.
- Excellent organizational and communication skills, strong problem solving skills
- Demonstrated attention to details, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
- Demonstrated skills in planning, organizing, analyzing and reporting.
- Ability to work comfortably with an ethnically diverse staff.
- Professional certification, license or technical coursework.
- Fluency in English, both written and verbal, and strong writing and editing skills are required
- Excellent knowledge of Arabic, both written and verbal is required.
- Knowledge of Kurdish is an advantage.
- Experience with office management software like MS Office (MS Excel and MS Word, specifically)
- Must have high level of organizational skills.
- Ability to support both external and internal stakeholders through accurate reporting.
- Ability to prepare budgets and track them accurately throughout the year.
- Ability to learn quickly and adhere to MC policies/procedures.
Success Factors
The successful Programs Administrative Officer will have excellent communication and interpersonal skills,
multi-tasking, demonstrated attention to details, will be committed to work long hours. S/he will be highly
motivated, with initiative and capable to work without direct supervision. S/he will be willing to conduct field
travels and work in ethnically and culturally diversified team. S/he must know how to prioritize tasks and deliver outputs on time. S/he must have good writing English skills.
