It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

The CPD 2018-2020 and its extension until 2022 of the Burkina Faso CO was developed in 2017. The nature and scope of strategies led to the current staffing structure of the CO and of the WASH section. However, the situation has quite dramatically changed with the mounting insecurity in the Sahel region and later in the Northern and Eastern regions in Burkina Faso with a steady degradation of the security context and an increasing number of internal displaced people due to insecurity: 1.4 million IDP according to the government in August2021.

Therefore, through these ToRs, UNICEF Burkina Faso CO wants to recruit a WASH Officer in a TA position that focusses on WASH in emergency preparedness and response.

The WASH Officer reports to the WASH Specialist who is at level 3 for supervision. The WASH Officer provides technical, operational and administrative assistance throughout the WASH programming process. The Officer prepares, manages and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation of the WASH in emergency results of the country programme.

 Technical requirements

• Rural water supply for low- and middle-income countries – including water safety, sustainability
• Rural sanitation for low- and middle-income countries, incl sustainability; applying CATS principles
• Urban sanitation for low- and middle-income countries, incl sustainability
• Handwashing with soap
• WASH-in-Schools and Health Centres
• Menstrual hygiene management
• National government WASH policies, plans and strategies
• Analysis of national budgets and expenditure for basic WASH, and related advocacy
• Humanitarian WASH – preparedness
• Humanitarian WASH – response and recovery
• Humanitarian WASH – coordination of the response
• Programme/project management
• Capacity development

To be qualified as a champion for every Child, you must….

• Have a University degree in one of the following fields: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field.
• Have a minimum of two years of professional work experience in WASH-related programmes for developing countries.
• Have relevant experience in a UN system agency or organization is considered as an asset.
• Be fluent in French. Good working knowledge in English and Knowledge of local language of the duty station is considered an asset.
