TERMS OF REFERENCE

Position Title : Consultant – Climate Change and Migration Specialist

Duty Station : Home-based in Rarotonga, Cook Islands

Classification : Consultant, Grade OTHER

Type of Appointment : Consultant, part time over ten months

Estimated Start Date : November 2020

1. Nature of the consultancy: To support the implementation of the Pacific Climate Change Migration and Human Security (PCCMHS) programme

Objective of consultancy:

Under the overall supervision of the Chief of Mission in Australia; Advisor and Coordinator for the Pacific in coordination with the Chief of Mission in Fiji, and the direct supervision of the Programme Manager- Migration and Climate Change, based in Fiji, the successful candidate will support the implementation of the Pacific Climate Change Migration and Human Security programme (PCCMHS) and related activities in Cook islands.

The PCCMHS programme is a joint-agency programme, led by IOM that seeks to protect and empower communities adversely affected by climate change and disasters in the Pacific region, focusing specifically on climate change and disaster-related migration, displacement, and planned relocation. The programme is delivered in close coordination with the International Labour Organization (ILO), Office for the High Commissioner for Human Rights (OHCHR), and UN Economic and Social Council for Asia and the Pacific (UNESCAP), the Platform on Disaster Displacement (PDD) and the Pacific Islands Forum Secretariat (PIFS), as well as Pacific Island governments and New Zealand’s Ministry of Foreign Affairs and Trade.

The objectives of the PCCMHS programme include firstly, supporting Pacific governments and non-government stakeholders to demonstrate strengthened capacity and coordination through a regional response to climate mobility; secondly, enabling Pacific governments to access and incorporate community perspectives on climate mobility and thirdly, to contribute to the evidence-base on good practices in responding to climate change and disaster-related migration, displacement, and planned relocation.

The successful candidate will be required to have the knowledge and skills to liaise with PCCMHS partners and stakeholders, draft related documents, support with logistics and carry out assigned tasks under minimal supervision and in a timely manner.

Target:

a) Supporting Pacific governments and non-government stakeholders to demonstrate strengthened capacity and coordination through a regional response to climate mobility; secondly, enabling Pacific governments to access and incorporate community perspectives on climate mobility and thirdly, to contribute to the evidence-base on good practices in responding to climate change and disaster-related migration, displacement, and planned relocation.

a) Pacific Climate Change Migration and Human Security Programme (PCCM-HS)

3. Tasks to be preformed under this contract:

  • Assist the IOM Chief of Mission in Australia; Advisor and Coordinator for the Pacific, the Chief of Mission in Fiji and the PCCM-HS Programme Manager in the liaison with relevant ministries and coordination with programme partners, civil society organizations, donor representatives, related academic programmes in Cook Islands;

  • Assist in programme implementation including activities at the regional, national and community level in Cook Islands;

  • Plan and organize programme meetings, national consultations and community consultations including liaison with Government of Cook Islands counterparts, civil society and community representatives. This includes overall coordination of procurement, logistics, presentations, meeting documents and drafting meeting minutes and reports;

  • Prepare talking points, official communication and updates for briefings with Governments and partners;

  • Support the coordination and implementation of research linked to the Pacific Climate Change Migration and Human Security programme in Cook Islands;

  • Collect information on climate related migration, displacement and planned relocation from news, academic and governmental sources and assist in sending out regular updates to government stakeholders as required;

  • Assist in the monitoring, evaluation and reporting of the PCCM-HS programme including by providing documentation and means of verification for activities in Cook Islands;

  • Assist in developing programme related communications content including twitter and other social media updates, press-releases and other updates of the programme and disseminate as required;

  • Support project development for the continuation of existing projects as well as new projects in related thematic areas.

  • Undertake duty travel as required to support programme implementation and other related activities.

  • Perform other tasks as may be assigned.

4. Tangible and measurable output of the work assignment.

  • Increased participation of Government of Cook Islands Officials in the PCCM-HS Regional Consultations (Virtually)
  • National consultation concept note and annotated agendas and meeting reports
  • 2-page country summary of climate change and migration issues
  • Monthly updates to Government partners on programme implementation
  • Weekly updates to PCCM-HS Programme Manager
  • Monthly communications content (twitter feed, blogs, news articles etc)

5. Realistic delivery dates and details as to how the work must be delivered.

  • Tasks to be performed in line with agreed workplan in close coordination with PCCM-HS Programme Manager.

6. Performance indicators for evaluation of results (value of services rendered in relation to their cost).

· Performance should be assessed according to the tangible and measurable outputs of the work assignment above.

Required Qualifications and Experience

Education

  • University degree in Political or Social Sciences, Climate Change, Sustainable Development, Refugee and Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
  • Completed High School / Secondary school education with seven years of relevant professional experience.

Experience

  • Experience in liaising with governmental authorities and local communities, as well as national and regional institutions;
  • Experience in project development, implementation, monitoring and evaluation and reporting;
  • Experience in leading training sessions;
  • Demonstrated expertise in climate change, environmental issues and/or disaster risk reduction;
  • Knowledge or experience of national issues and Pacific level issues an advantage;
  • Excellent written and oral communication skills;
  • Experience in working in a multi-partner or regional project and with UN agencies is an advantage
  • Prior experience working for IOM, a UN agency is an advantage.

Languages

Fluency in English is required.

  • The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
  • The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
