Main purpose of job: 

To oversee high quality research, analysis and evaluation to enable UKinIndia’s communications work, ensuring that we are delivering real impact in support of policy objectives. To mainstream M&E practices across the UKinIndia communications team.

Roles and Responsibilities:

The role

This is an exciting role sitting at the heart of the UKinIndia network communications team, with a specific mandate to ensure that our campaigns are effective, impactful and evidence based.

The UK follows a campaigns-based approach to communications; the jobholder will be expected to use insight to refine these campaigns and make sure that they reach the right audiences, in the right way. The ability to analyse and draw actionable insights from complex information, to communicate clearly your findings and advice, and to use information to deliver tangible results is hugely important. 

It will be the jobholder’s responsibility to ensure that, through evaluation, the communications work of the UK is really delivering. You will know what success looks like, how to measure returns against objectives and how to come up with innovative ways to measure campaigns in a low or no cost way.   

You will be required to work in close collaboration with a team of campaign managers and media specialists, working in multiple locations (there are seven Deputy High Commissions across India, and well as the High Commission in Delhi).  You will drive new evaluation practices, bringing a wide variety of stakeholders with you.  You will use your knowledge and expertise to support and challenge colleagues, as appropriate.  You will build Monitoring & Evaluation and insight gathering capability within the communications network and will also help to upskill and support policy officers across the High Commission.  

You will also take on wider responsibilities as part of the Press and Communications Group, providing mentoring and training for others, and taking the lead on some corporate issues. 

Specific responsibilities of the job holder will include:

– Work with campaign managers to gather audience insight and ensure that UK communications on each priority theme speak to the requirements of that audience

– Design and deliver bespoke pieces of research to help us understand how the UK is perceived in India

– Develop a robust monitoring and evaluation framework, for use across multiple departments and taking into account best practice from across the UK Government

– Work closely with digital teams and the regional digital hub to refine our digital monitoring capacity

– Develop and deliver reports on UK performance to senior stakeholders

– Upskill the UK network in India on monitoring and evaluation and insight gathering, through training and mentoring

– Where appropriate, help colleagues in the wider South Asia network to embed an evidence based approach to their comms work

– Lead on compiling the regular snapshots of communications work from across the India Communications Network

– Lead on managing our external perception survey and companies that we have hired to complete the work

– Lead on evaluating the impact of UK specific breaking issues (such as Brexit) on our target audience

– Lead on measuring impact of individual comms events/activities across the network

The job holder 

You will need to be proactive, organised and great at building productive relationship. This role is about consolidating a planned and evidence-based approach to communications (rather than responding to events), so you will need to able to take a long term view and not be influenced by what is immediately in front of you. You will need to be persuasive and good at building team relationship. You will need to spot opportunities and think creatively about how to improve our communications, even where there is minimal budget. Where appropriate, you will need to be able to deliver results quickly and to a high standard independently.   

This is a specialist evaluation and insight role: experience in primary and secondary research and digital monitoring is essential.  You will be able to demonstrate a solid understanding of how insight and evaluation play a crucial part in delivering world-class communications The ideal candidate will also be familiar with how to deliver effective communications campaigns from start to finish. 

You will need to have a sound understanding of campaign planning, and able to think creatively about how to tackle issues, change perceptions and get your audience’s attention. 

The British High Commission

Resources managed (staff and expenditure):  

The job holder will be responsible for managing a modest research and evaluation budget.

Language requirements:  

Language:  English and Hindi.   

Level of language required:  The jobholder should be fluent in written and spoken English. Being able to function in Hindi is desirable but not essential.

Learning and development opportunities (and any specific training courses to be completed): 

The jobholder will be able to access a wide range of English language online and face-to-face training delivered for the UK government in Britain and abroad. They will have opportunities to access specialist training for government communicators. Much of the learning is on the job, which will be diverse and varied. 

Working patterns: 

The British High Commission network across India is committed to providing flexible work patterns. While standard hours are 08:30-16:30, with 30 minutes for lunch, the use of mobile ICT and the nature of the job means that the jobholder will be able to work different hours according to their personal circumstances.   

The High Commission is currently remote working due to covid-19. The jobholder may be asked to work fully remotely on arrival.

Essential on arrival:

Previous experience of designing (and running) primary and secondary research.

Desirable:

  • Market research qualification
  • Solid understanding of campaign planning and experience in designing and delivering a campaign.
  • Familiarity with different digital platforms (Facebook, Twitter, WhatsApp) and ability to evaluate digital impact through these.
