The Survive and Thrive Section of the UNICEF Latin America and the Caribbean Regional Office (LACRO), in which this consultancy is framed, works in programs, strategies and actions to prevent childhood overweight, as the region is one of the most affected in the world. Around 3.9 million of children under 5 years old have overweight, or 7.5%, a number above the global average of 5.6%. The distribution of overweight and obesity among the population is unequal. The Covid-19 pandemic has shown the vulnerability and greater risk of aggravation and mortality for people with obesity, including children and adolescents with this condition.
 
UNICEF’s overweight prevention actions in LAC over a broad range, from policy advocacy to capacity building and service delivery. Several countries in the region have pioneered actions that have been replicated across the region and in other regions. Experiences have been documented in several documents and publications, and are shared in workshops, meetings and webinars. Cross country knowledge exchange and learning is not yet systematic, however.
 
The development of an internal knowledge-exchange platform on the prevention of overweight in children and adolescents will facilitate the UNICEF offices in the region to exchange experiences and results for the purpose of strengthening public policies, advocacy, strategies and actions to effectively prevent overweight in children and adolescents.
 
This platform will require design, development, training for its use and monitoring. A consultant is sought for these tasks.

Purpose of the Assignment
 
Under the overall guidance of the Nutrition Specialist, the consultant will take the lead in designing and developing a knowledge exchange platform for the capture and sharing of country and regional experiences on the prevention of overweight in children and adolescents among UNICEF staff in LAC Country Offices, other regions and UNICEF Headquarters, as well as training for its use and monitoring.
 
How can you make a difference?
 
Specific Tasks 
 
In coordination with Survive and Thrive section and PFP section, the consultant will:
 
– Review the Knowledge Management HUB of UNICEF Head Quarters to align the new platform with those guidelines 
– Conduct an analysis to determine users’ needs and expectations of a knowledge-exchange platform on UNICEF LAC’s work on the prevention of overweight in children and adolescents
– Draft a concept note for the development of the knowledge-exchange platform 
– Develop the platform ensuring an attractive visual design and easy to use (including adjustments after feedback) 
– Write and edit a guide for the use of the platform 
– Encourage countries to use the platform through communications, infographics, emails, among others and brief Country Offices in the use of the platform to feed it with information and promote the exchange of experiences 
– Monitor traffic and usage of the knowledge exchange platform, using available internal and external web metric software application, surveys, direct feedback from staff and partners and train S&T in developing traffic monitoring reports 
 
Expected Results 
 
– Concept note for the development of the knowledge exchange platform, taking into account the results of the user analysis
– Platform on the prevention of overweight and obesity in children and adolescents developed and running
– Platform use guide
– Country offices encouraged and briefed on the use of the platform
– Traffic monitoring report

To qualify as an advocate for every child you will have…

Education: Master’s degree in an information/knowledge management-related discipline, for example, information science, records and archives management, web designers, and related areas.

Work Experience: A minimum of six [6] years of professional experience in information/knowledge management systems including experience in developing virtual or online platforms. Experience working with the UN System is an asset. Knowledge of the work of UNICEF. 

Languages: Fluency in English and Spanish is required. Knowledge in French and Portuguese will be an asset. 

Technical skills: 
Experience with knowledge-exchange between actors and information databases
Experience in planning and assembling online platforms
Experience in assembling online platforms in SharePoint will be an asset
Experience with writing guidance

Ability to work efficiently under tight deadlines
Able to work effectively in a multicultural environment

Supervision: The consultant will work under the direct supervision of the Survive & Thrive Regional Adviser of the UNICEF LAC Regional Office.

Workplace: This consultancy is remote, home-based.
