How can you make a difference

The DPG Accelerator Programme Consultant works closely with the Knowledge Management Officer and the DPG T4D Consultant, Philippines Country Office.
 
Scope of Work Assignment (Tasks/Milestones):
 
Support initiation and establishment of partnerships and networks:
• Act as a subject matter expert and provide technical support in PCO outreach activities with potential partners, local accelerator labs, innovation communities, local solution providers, innovators, NGOs, the private sector, and academia to help the Country Office establish a space to nurture and build local capacity for developing DPGs or for transitioning existing mature and demonstrably ready-to-scale digital solutions into vetted DGP.
 
• Work with stakeholders to develop standards, procedures and partnerships for DPG interventions and their transition to becoming vetted DPGs.
 
• Review and identify best practices done by accelerator labs and digital innovation communities that can be adopted by the DPG accelerator programme.
 
• Engage with accelerator labs and digital innovation communities to map out how they can incorporate the DPG accelerator programme with their respective programmes.
 
• Conduct webinars/capacity-enhancing activities to ensure wider dissemination of and participation in the DPG accelerator programme.
• Help identify opportunities for resource mobilisation and new partnerships and assist proposal and partnership development efforts.
 
Support the Landscape Analysis of the DPG Path Finding Project:
• Work with the T4D consultant in identifying various technologies to be included in the landscape analysis.
• Work with the T4D Consultant identifying gaps and challenges that are encountered by DPGs locally.
 
Develop and pilot a DPG Accelerator Programme with selected products/technologies and which that can be replicated by other Accelerator Labs:
 
• Develop a DPG accelerator Programme that can be used by other accelerator facilities, or by mature and/or demonstrably ready-to-scale technologies identified in the landscape analysis.
 
• Validate the DPG Accelerator Programme with the experience of other DPGs.
• Develop criteria for identifying technologies or digital solutions that will undergo the accelerator programme.
• Pilot the Programme with a cohort of identified technologies/digital solutions.
 
Knowledge Management:
• Create a repository of all documents / presentation / learning materials that will be developed in this engagement.
 
• Ensure documentation and clear monitoring and evaluation mechanisms for the DPG Accelerator programme implementation including baseline data collection, on-going monitoring, as well as first phase data collection and analysis.
 
• Contribute to and share with regional and global digital development and technology innovation networks and activities.  

Deliverables:

Engage and maintain partnerships and networks:
• Outreach to potential collaborators, partners, and cohort for DPG accelerator programme.
• Standards, procedures and partnerships for DPG acceleration.
• Support onboarding and orientation meetings.
• Support relevant webinars and capacity building.
• Draft MOU with potential national government partner.
• Draft TORs or agreements with accelerator participants.
• Participation in proposals and partnership development to support DPG work.  
 
Support the Landscape Analysis of the DPG Path Finding Project:
• Identification of technologies that can be added in the accelerator project.
• Identify gaps and challenges encountered by the potential technologies
 
Develop and pilot a DPG Accelerator Programme with selected products/technologies and which that can be replicated by other Accelerator Labs:
 
• Inception report and action plan for DPG accelerator programme implementation to include but not be limited to the following:
o Methodology
o Training activities
o Technical and business support
o Programme calendar
o Partners o Events
o Accelerator programme graduation criteria
 
• Support development of relevant learning materials for the accelerator programme
• Creation of criteria for selecting which products/technologies will be piloted
• Implementation of the Accelerator Programme with the identified technologies
• Mentorship activities with accelerator cohort, including a training of trainers 
 
Knowledge Management:
• Creation or population of a user-friendly and externally accessible SharePoint site to serve as a resource or reference for DPGs in the PCO, to include but not be limited to the following:
o Documentation of activities o Relevant materials/documents/resources used and/or developed under the accelerator programme
o FAQ
o Links to relevant external resources (DPGA, Github, etc.)
• Based on the conduct and experience of the accelerator programme, development of a contextualized and country-responsive guide note for DPG development pathway that can be used by other accelerator labs and innovators interested in undergoing the DPG vetting process
 
• Terminal report to include but not be limited to the following
o Findings from the accelerator programme implementation o DPG status of participants o Recommendation
 

Qualifications and Competencies of Successful Consultant

  • A minimum of five years of professional experience in information communication technology for development (ICT4D), technology for development, open source development, or digital innovation in a large international organization and/or corporation is required.
  • An advanced university degree is required in Business Analysis, ICT Management, Computer Science, Innovation, Digital Development, International Development or another relevant technical field.
  • A first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree.

Knowledge/Expertise/Skills Required:

  • Experience identifying, designing, and implementing solutions for large-scale projects with technical components – including supervising external vendors and software developers; responsibility for business analysis, budgets, contracts, project management and procurement, etc.
  • Experience in conducting capacity development activities and mentorship programmes for innovators is required
  • Experience with ICT, mobile and web-based technologies, particularly designing or deploying tools appropriate to Asia and Pacific.
  • Experience in Open Source, mobile and emerging technology applied to UNICEF programme areas
  • Exposure to UNICEF, UN or other INGO programmatic areas, including (but not limited to) health, nutrition, child protection and/or education, and experience in applying technical solutions to address programmatic issues.
  • Knowledge on the landscape for Philippine startup ecosystem in the technology sector is highly desirable.
  • Experience in coordination with multiple stakeholders like government agencies, academic institutions, research organizations, private sector, etc. in implementing ICT projects and exploring space for collaboration and partnerships.
  • Project management skills including task prioritization, workflow coordination, and results-driven strategies.
  • Demonstrated strong writing and presentation skills.
