ACTIVITIES TO BE UNDERTAKEN BY THE POLICY ADVOCACY OFFICER
ADEPT’s services and activities are innovative and pioneering in the field of diaspora development in Europe and Africa. For the role of Policy Advocacy Senior Officer , the successful candidate is expected to achieve, amongst other things, the goals, outputs and outcomes linked to the services and activities of ADEPT.
CORE DUTIES AND RESPONSIBILITIES
The Policy Advocacy Senior Officer has overall responsibility for: Research and Analyses; Policy Consultations and Engagement; Advocacy, Influencing and Negotiations. The core responsibilities of the Policy Advocacy Senior Officer are summarised below.
1. Analysis and Engagement:
• Maintain up to date knowledge and understanding of migration, diaspora, African and international
development issues;
• Produce regular and insightful position papers, policy briefings, notes, articles and reports based on the review and analysis of relevant policy and practice proposals, proceedings and perspectives;
• Produce concept notes, talking points, and speeches for ADEPT Director, Board of Trustees and others as appropriate;
• Liaise and maintain regular contact s with the main policymakers, practitioners, analysts, academics and other influencers globally, in the relevant sectors;
• Provide and facilitate training and guidance on policy, advocacy and related topics for ADEPT Members and ADDOs in general.
2. Input and Participation:
• Contribute to the implementation of ADEPT Global Strategy and elaborate ADEPT Advocacy and Policy strategy.
• Elaborate and manage an annual workplan (including the implementation of activities and map the network of partners (Embassies, development banks, international organisations, opinion leaders, ADDOs ) in line with ADEPT objectives.
• Facilitate input from ADDOs to policy discour ses notably through coordinated feedback and formal responses to consultations;
3. Advocacy and Influence
• Facilitate high level contact s with decision makers on policies and practices relating to migration and development among others.
• Ensure active, effective and influential policy engagement with the Global Forum on Migration and active, effective and influential policy engagement with the Global Forum on Migration and Development (GFMD), Development (GFMD), the United Nations Network on Migrationthe United Nations Network on Migration, Rabat and Khartoum Processes, Rabat and Khartoum Processes and other and other relevant development and/or migrationrelevant development and/or migration–related circlesrelated circles;
• Facilitate continued presence of ADEPT representatives in regional and global high level forums in regional and global high level forums as keynote  speakers, panelliststs or moderators;

• Organise the Diaspora Development Dialogues ( the DDDs, ADEPT flagship event): Plan the events , select and hire suppliers (e.g. Consultants) and manage event related activities
• Facilitate networking and new partnerships between ADDOs and various stakeholders, notably in the framework of the DDDs

QUALIFICATIONS, EXPERIENCE, SKILLS AND APTITUDE
Essential
• A Master’s degree in International Relations, Political Science , Public P olicy or related field.
• A minimum of 5 year s of experience in policymaking and/or advocacy activities within a civil society organisation, a government, a think tank or an international institution
• Experience in communication and external representation with stakeholders from the civil society, governments and/or UN/EU/AU bodies;
• Excellent written and verbal communication skills , notably experience in producing policy notes ;
• Fluent in s poken and written English is essential , advanced French language skills .
• Extensive knowledge of European Union’s migration policy and development cooperation, European Union African Union affairs and/or diaspora related issues.
• Understanding of EU regulatory and policy setting framework, and experience in navigating political processes and parliamentary systems to advance an advocacy agenda
• Strong conceptual and analytical skills, ability to handle, elaborate and convey complex concepts with clarity;
• Experience in planning events , selecting and hiring suppliers (e.g. Consultants) and in managing event related activities.
• Deadline and result oriented ; ability to follow through on multiple tasks in a fast paced environment
• Proactive, self starting, and strong attention to detail and problem solving ability
• Ability to handle confidential and sensitive information
• Working knowledge of MS Office su ite or other related IT program;
• Ability to travel overs eas for short-term missions
Desirable
• Experience commitment and motivation for supporting small African Diaspora Development Organisations (ADDOS) that undertake co-development work in Africa;
• Understanding of the specific challenges faced by ADDOs in different EU countries;
• Experience in fundraising is a bonus

2. Short listing by Panel
All applications will be reviewed and assessed by a panel of at least 2 people (including non ADEPT personnel).
The selection panel will use an objective methodology, in line with recruitment best practice, to assess the applications. Thos e short listed will be invited to an interview.
3. Interviewing by Selection Panel
Candidates who are short listed will be invited to attend an interview . Candidates may be asked to prepare and make a presentation on a specific topic relevant to the job/position, or to perform exercises set for them . The selection panel will interview candidates using a set of key questions for all short listed candidates.
The selection panel will use scoring methodology as a guide, in line with recruitment best pract ice, to assess the performance of candidates at the interview.
4. Candidate Selection
Using information gathered from the CV, Cover Letter and interview , the selection panel will select the candidate they consider to b e most suitable for the job/position. The person selected will be offered the job/position and the referees will be contacted by telephone and/or email. The other people who have also been interviewed will be notified that they have not been selected
5. Appointment by ADEPT
If the selected candidate accepts the offer, she/he will be appointed to the job/position on the basis of the published and agreed employment terms. The appointee shall receive an induction pack from ADEPT on or before she/he starts work. The induction pack shall include, among other things: Particulars and contract of employment, the Staff handbook , ADEPT reports, and other relevant documents and information.

candidate
