Administrative Management Officer


This position is located in the Secretariat of the Advisory Committee on Administrative and Budgetary Questions (ACABQ). The incumbent will report to the Deputy Executive Secretary.

Responsibilities

Under the direct supervision of the Executive Secretary and Deputy Executive Secretary within limits of delegated authority, the Administrative Management Officer will be responsible for the following:

Analysis and research:

  • Reviews reports of the Secretary-General and other relevant documents to analyse and evaluate the management, budgetary and administrative aspects of information and proposals pertaining to activities under the United Nations regular budget, extrabudgetary activities, peacekeeping operations and the United Nations funds and programmes;
  • Reviews and analyses statements of programme budget implications of draft resolutions, budgetary and administrative aspects of assigned programmes/projects and decisions of the legislative organs of the General Assembly;
  • Prepares briefing notes and notes for the Committee’s executive sessions for the Chair and Vice-Chair;
  • Identifies problems and issues to be addressed, proposes conclusions and provides technical advise as necessary.

Drafting of reports:

  • Attends meetings of the ACABQ and drafts reports of the Committee, setting forth the Committee’s observations, conclusions and recommendations on a wide range of managerial, administrative and budgetary issues;
  • Liaises with relevant parties and maintains effective collaboration with key officials inside and outside the organization and with the UN Funds and Programmes;
  • Prepares statements for the Chairman’s introduction of the ACABQ reports to the Fifth Committee of the UN General Assembly.
  • Liaises with DGACM editors in the finalization and publication of the ACABQ reports.

Other duties:

  • Organizes and prepares written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, etc.;
  • Coordinates policy analysis, including the review and analysis of issues and trends, preparation of evaluations or other research activities;
  • Makes presentations and briefings on assigned topics/activities;
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (on programme budget, policy proposals etc.);
  • Provides substantive backstopping to consultative and other meetings, including preparation of documents and presentations to senior officials and members of intergovernmental and expert bodies;
  • Participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.;
  • Provides inputs to office management and continuous improvement initiatives.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, law, economics, international affairs, finance, public administration or other liberal arts course of study is required. A first level university degree (Bachelor’s degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience

At least seven years of progressively responsible experience in law, economics, international affairs or budgetary and financial management is required.

Experience in drafting reports in English, preferably on administrative and budgetary issues, is required.

Experience in producing substantive reports and papers on technical issues is required.

Experience in the financial regulations, rules and administrative procedures of the UN or other international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
