I. BACKGROUND

The Asia-Pacific (APAC) Regional Office seeks to ensure that girls and young women experience significant improvement in their ability to make decisions that concern their lives and engage in collective action to shape the world around them by 2025.

Plan International has a great track record of engagement, consultation and decision making in its programs through participation of girls and young women among other stakeholders in an environment of mutual respect and learning. Plan now intends to amplify the influencing and advocacy of youth in its programming and its wider communications tools via a regional animation series.

In this regard, the APAC Regional Animation Series is a vehicle/medium to enable Plan to fulfil its rights-based commitments through engaging girls and young women in decision-making processes that ultimately affect them.

II. THE OPPORTUNITY

Plan International Asia – Pacific requires an animation service provider (consultant) capable of producing a series of one-to-two-minute animations that will highlight and showcase the projects and programs that are currently being delivered across the region.

Plan seeks is to promote our international “Girls Get Equal’ campaign alongside messages on gender equality, youth leadership, communications and activism, which this animation series will help engender.

Objectives:

  1. To produce an animation series to increase awareness on a range of issues affecting girls and young women, children and young people, and to inform and inspire girls-led youth action and contribute towards broader efforts to achieving gender equality.

  2. To support Plan International’s programme, influencing and communication portfolio on a regional level, in addition to generating interest and recruiting new activists by having girl and young women focused communication tools which can be used for info-sharing and advocacy.

  3. To increase the strategic regional influencing process as it allows Plan to:

  4. Creatively highlight what girls and young woman are interested in

  5. Detail what programs and projects are available to help support girls and young women

  6. Generate advocacy tools for the work Plan International undertakes

The animations will incorporate infographics, animated characters and narration. The animator/firm should have modern production equipment and qualified creative personnel capable of designing creative concepts with guidance from our internal communications team.

III. MORE ABOUT OUR VISION FOR THE ANIMATION SERIES

The scope of the animation series will include:

  • The creation of an umbrella series of animations that will carry different messages, each episode will be different with a different target audience.

  • The collective episodes should serve multiple purposes (education, advocacy and instructional)

  • It should cover the 4 main elements of the regional influencing strategy (Child Early and Forced Marriage (CEFM), Girls Leadership, Youth and Civic Space and DRA& climate change)

  • The initial episode should be an introduction to the series to set the scene and introduce the characters and programs/projects

  • Use simple English that can be translated into different languages via subtitles

IV. THE ANIMATOR/FIRM WILL NEED TO:

For the first phase of the project, from July 2021 to end of January 2022:

a) Meet with young people to collaborate on the look and feel of the characters and animations

b) Ensure the RAS is uniquely ‘Plan International’ and respect current branding

c) Prepare the project roadmap

d) Develop character design

e) Create the storyboard for the 2 first animation episodes including the introduction film (1st episode) and the CEFM film (2nd episode)

f) Develop a Technical and Cost proposal for the production of the characters and 2 first episodes

g) Develop detailed story board concept(s)

h) Deliver original artwork and video files

V. TASKS

  1. Consultants will be facilitated in appointments with selected project and program personnel and youth activists to gain insight and assist in the creation of animations
  2. The covered project/program messaging will be then consolidated/edited in a sequence and in a shape of 1 – 2 minutes of animation by the consultant
  3. Consultant will prepare script and narration for overall animation in English explaining step-by-step actions
  4. Capture animation as approved and according to the prepared script
  5. The Consultant will be required to design animation as per requirements determined by Plan International including (sound, editing, narration, subtitling, dubbing etc.)
  6. Record and use Standard English narration and prepare background music for the animation
  7. Caption the project beneficiaries’ voice into English for subtitles
  8. Finalize the animation as according to the feedback provided by Plan International
  9. Manage all necessary tools and equipment
  10. Finalization of the animation
  11. Any type of data e.g., scripts, images and clips, will be finalized in the animation after the consultation and approval
  12. The Consultant must use the latest high quality animation software

VI. QUALIFICATIONS, BACKGROUND AND EXPERIENCE:

Animation requires a high level technical/professional expertise and creativity; therefore, the successful firm/candidate is required to have the following qualifications:

  • Three examples of past video animation productions they have directly designed and produced
  • Demonstrated competency with developing and producing video animations and infographics for video infomercials
  • Fluency in spoken and written English is essential

  4. Updated creative portfolio including relevant creative development work and qualifications
