Associate Project Officer

Background:

This is a short-term position offered for approximately six months, with possibility of extension, subject to budget availability.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

The Tolerance and Non-Discrimination Department is currently managing a large-scale, extra-budgetary project – ‘Enhancing Stakeholder Awareness and Resources for Hate Crime Victim Support’ (EStAR), which aims to raise awareness of EU/OSCE standards and good practice in hate crime victim support and encourage improvements through the development of guidance, resources and training materials for criminal justice and victim support experts and practitioners, in all EU Member States and 14 additional OSCE participating States.

Tasks and Responsibilities:

Under the supervision of the Project Officer, the incumbent will be responsible for supporting the coordination and engagement of the EStAR Expert Network and support EStAR online activities from their design to implementation, in particular:

1. Co-ordinate and engage with the Network of Experts to gather and consolidate inputs to the development of project resources and tools on hate crime victim support through the EStAR online communication platform, and support Experts’ adherence to platform guidelines;
2. Support the management of the EStAR Network Communication Platform which includes posting updates, managing content and discussions boards, this may include conducting informational interviews, focus groups and/or roundtable discussions as needed;
3. Strengthen the EStAR Expert Network through the creation and implementation of an engagement plan aligned with project deliverables;
4. Support the development and delivery of engaging online events, workshops, meetings, and discussion series dedicated to the main pillars of hate crime victim support;
5. Gather and collate network inputs to publications and report development ensuring substantive quality;
6. Create additional digital tools to support online engagement in the form of surveys, polling and other forms to contribute to the monitoring and evaluation of project activities;
7. Work to ensure gender mainstreaming is applied to all areas of tasks and responsibilities;
8. Assist in identifying the changing online needs of the Network, contributing to update online engagement project activities as needed;
9. Assist with the development of promotional content about the EStAR project as needed (eg: newsletters, social media etc.);
10. Co-ordinate and collaborate effectively with Senior Project Assistant and with EStAR implementing partners.

Necessary qualifications

• First-level university degree in international affairs, law, human rights, political science, social sciences, or other relevant field;

• Minimum four years of relevant professional experience in the field of human rights, criminal law, hate crime and/or hate crime victim support or other relevant field;

• 2 years of experience in a project support role in large international projects;

• 1 year experience coordinating various stakeholders in a large international project;

• Understanding of online tools and mediums such as Zoom, Mentimeter etc;

• Experience in the region(s) of the OSCE targeted by the project is beneficial;

• Experience in monitoring and evaluation practices and tools is beneficial;

• Professional fluency in English; with excellent written and oral communication skills;

• Ability to work with people of different nationalities, religions and cultural backgrounds;

• Gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Monthly remuneration, subject to post adjustment is approximately EUR 4,200. OSCE salaries are exempt from taxation in Poland. Social benefits will include possibility of participation in the Cigna medical insurance scheme

Appointment will be made at step 1 of the applicable OSCE salary scale.
