General Description

GOAL has an annual budget of approximately €100 million and is supported by a range of donors including the Irish Government, UK Government, USAID, the European Union, individuals, trusts, and foundations. Informed by its track record over the last 40 years, GOAL remains committed to responding to humanitarian crises and tackling extreme poverty around the world.

GOAL identifies, develops and manages opportunities to work with others and further GOAL’s organisational objective of reducing extreme poverty and strengthening resilience through pro-active engagement with an array of global partners, such as donors (institutional and large foundations), international NGOs, and commercial entities.

Overview of the role

GOAL is looking for a determined, passionate, and experienced individual to join GOAL’s Global Funding and Business Development Team. GOAL has adopted an ambitious Organisational Funding Strategy that seeks to develop existing and build more strategic partnerships and build its programme portfolios.

Reporting to GOAL’s Senior Funding and Business Development Manager, the Business Development Manager plays a lead role in the implementation of GOAL’s Organisational Funding Strategy with global responsibility for the development and embedding of Funding Strategies across all GOAL country programmes.

S/he will also lead and support the Funding and Business Development team on key initiatives across the organisation.

Main responsibilities

Development and implementation of Country Funding Strategies

  • Provide strategic leadership on the co-creation and implementation of GOAL’s Business Development Frameworks – most importantly driving the global country funding strategy initiative.
  • Drive excellence in resource mobilisation and ensure best practice in the development of institutional funding strategies.
  • Design, plan and conduct strategic workshops with country offices to lead, guide, and develop the funding strategies. This may include extensive primary and secondary research both in-country and remotely.
  • Ensure the funding strategies are fully aligned with the achievement of GOAL’s organisational strategy, country programme strategies, and global funding strategy. Maintain strong working relationships with internal stakeholders.
  • Provide strategic leadership and hands-on support to country offices in order to grow their portfolios and deepen their engagement and relationships with institutional donors.
  • Support and mentor GOAL Global country teams (management, technical, programmatic) in building strong relationships with donors, partners, and networks as part of their funding strategy.
  • Keep informed of institutional funding market trends, opportunities and intelligence to inform global, regional and country-level strategy development.
  • Develop and maintain resources and tools to support country offices to develop and implement funding strategies.
  • Capacity to build staff across the organisation in how to achieve excellence in business development (from strategy development to external engagement and proposal development).
  • Undertake partnership mapping exercises to identify strategic local and international partners who can support the furthering of GOAL’s work.
  • Develop an action plan positioning GOAL to meet funding objectives. Mentor and capacity build the GOAL Global country teams to take forward the funding strategy and action plan including on-going engagement with donors and partners and pursuit of key opportunities.
  • Support GOAL Global country teams to have a clear understanding of their value-add and offer with marketing materials available to share with donors/partners and an understanding of how to pre-position for upcoming opportunities.

Business Development

  • Monitor and support the development of GOAL’s global funding pipeline to inform forecasting, planning, and resource allocation needs.
  • Provide strategic insight to both leads and contribute to internal business improvement projects in Business Development (tools, resources, and guidance).
  • Develop a learning and knowledge initiative within the Global Business Development Team to support the sharing and documenting of learning and best practice in business development activities.
  • Ensure countries offices have in place the adequate business development processes to enhance competitiveness, promote quality applications, and compliance with donor requirements.
  • In conjunction with Donor Partnership Executives, pro-actively engage with existing and new donors to identify new opportunities to access funding, whether through grants, contracts, investment, or other mechanisms.
  • For strategic opportunities, oversee pre-call proposal preparation systems and processes including for teaming, strategy development, oversight of and contribution to technical design, governance and management structure, and other relevant elements of the proposal.
  • For strategic opportunities, lead the development of strategic or high-value funding proposals including those submitted in partnership with other organisations where GOAL is either the primary applicant or a sub-grantee/contractor. Negotiate favourable and manageable roles in partnership proposals.

Person Specification

Essential

  • Not less than seven years experience, at least five of which demonstrate continued progress of business development for or management of humanitarian or development programming.
  • Strong people management skills.
  • Strategic approach to partnership management, with good communication, networking, and influencing skills – both written and verbal.
  • Successful track record of securing multiple high-value grants from institutional donors, trusts, or foundations such as USAID, FCDO, EU, multilateral agencies etc.
  • Ability to represent GOAL with donors, other INGOs, commercial entities, and other external institutions.
  • Ability to work effectively with diverse groups of people, often on a remote basis.
  • Ability to manage a diverse workload, work under own initiative and remain flexible to changing priorities.
  • Proven analytical skills and the ability to think strategically.
  • Educated to degree level.
  • Willingness to travel, sometimes at short notice, to GOAL’s operational locations.

Desirable

  • Educated to Masters level.
  • Arabic, French, or Spanish language skills.
