Project HOPE is looking for several highly skilled professionals to support a CDC-funded Global Healthcare Detection and Response program will enhance detection and response to infectious disease threats in healthcare facilities globally by developing networks to implement prevention and containment strategies at local, national, and regional levels. Interventions to prevent, detect, and respond to infectious disease threats in healthcare, including antimicrobial resistance (AMR), healthcare associated infections (HAIs), and COVID-19, will be developed and implemented within networks. The NOFO will also improve the detection of emerging AMR and identify AMR risk factors and prevention strategies across healthcare and the community to inform global AMR containment efforts. The positions for this NOFO are relevant to Component 1: Detect and Response to Infectious Disease Threats in Healthcare Facilities. The strategies include (1) Prevent Transmission of Infections in Healthcare Facilities and (2) Detect and Respond to Emerging AMR in Healthcare Facilities.

Job Description

Project HOPE is seeking expressions of interest from highly qualified candidates for several Business Official positions on an anticipated five-year CDC-funded Global Healthcare Detection and Response program in Multiple Countries (Colombia, Ethiopia, Indonesia, Nigeria, or Zambia). The positions are subject to change based on procurement requirements and is contingent upon Project HOPE being awarded to implement the project.

Job Summary: The Business Official will provide leadership in comprehensive financial management of the project and support the project compliance functions according to U.S. Government (USG)/CDC regulations and policies. He/she will provide leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP), GAS (Government Auditing Standards), Cost Accounting Standards (CAS) and Federal Acquisition Regulations, provide relevant fiscal information to the project executive management team at Project HOPE. He/she will establish and maintain sound financial management practices and ensure the project’s compliance with Project HOPE and CDC acquisition and agreement procedures, rules and regulations.

Specific responsibilities include:

  1. Managing project financial accounting, monitoring and reporting systems
  2. Producing accurate financial reports to specific deadlines to Donors
  3. Liaising with auditors to ensure annual monitoring
  4. Improving Financial system and procedures
  5. Ensuring systems are in place to regularly review financial performance across the Institution and that managers are supported to undertake budget monitoring as part of the financial control framework
  6. Leading of production of accounts, budgeting, forecasting, financial analysis, payroll, management of the ledger department, and all other accounting related activities
  7. Monitoring and interpreting cash flows and predicting by quarterly
  8. Review Sub grant Contract with available budget
  9. Conducting reviews and evaluations for Partner report
  10. Monitoring and interpreting cash flows and predicting by quarterly
  11. Managing personnel contract and other related human resource matter
  12. Maintain a complete filing system of electronic and paper based financial records.
  13. Prepare, receive or review all procurement requisitions from the program officer and program staff and collect all necessary information and documents before submitting them for approval.

Required Qualifications:

  • Master’s degree or equivalent in business management with excellent financial management experience
  • Direct experience working with US Government Financial Management, procurement guidelines, accounting standards, and regulations
  • 7+ years of experience in managing complex donor-funded projects
  • Five years of experience in managing relationships with various project actors/partners and donor/s
  • Ability to work in a complex project environment, set realistic priorities, and plan project implementation activities based on agreed upon priorities
  • Strong English and writing and oral presentation skills
  • Fluency in Microsoft Word, Excel, PowerPoint
  • Native speaker or fluent in local language for each identified country
