The Opportunity
Coffey is looking for committed teams, individuals and/or consortia to provide an Independent Evaluation of the DFAT funded Pacific RISE (https://www.pacificrise.org/) program with a focus on evaluation of the outcomes and learning. The purpose of the independent evaluation of this pilot program is to provide an independent, assessment of the outcomes achieved by Pacific RISE over the last five years, and to identify learning and insight to inform DFAT’s future activity in impact investing in the Pacific Islands.
The independent evaluation which is expected to be completed over approximately 14 weeks and will provide a publishable report by April 30th, 2021 and will also include a plan for facilitating a learnings workshop in May 2021.
The provider will report to DFAT plus the Pacific RISE Facility Manager and Learning Program Manager.
The Program
Pacific RISE was designed as a small grants facility to fund investment intermediaries to conduct investment readiness activities and to facilitate investments into social enterprises in the Pacific. Pacific RISE is a five-year pilot funded by the Australian Department of Foreign Affairs and Trade (DFAT) and the pilot concludes in July 2021.

- Two examples of previous written evaluation work.
