Chief of party | Malawi | 2021

Chemonics seeks a chief of party for an anticipated USAID-funded service delivery program in Malawi to support the Government of Malawi in its efforts to reduce maternal, newborn, and child morbidity and mortality. The program is anticipated to deliver a package of health interventions to strengthen the health system and improve health areas including maternal, newborn, and child health; family planning and reproductive health; malaria; and water, sanitation, and hygiene services across Malawi. The position will be based in Lilongwe and is expected to begin in late 2021 or early 2022. Nationals from Malawi are encouraged to apply. Responsibilities include:

  • Provide overall program leadership, strategy development, management, and oversight, and drive the technical direction for anticipated large, complex, multi-country business support and innovation activity in the global health sector  
  • Serve as key liaison between USAID, the government of Malawi, project stakeholders, and counterparts in the public and private sectors
  • Provide overall leadership and supervision of senior management team, technical and administrative staff, and subcontractors; oversee and supervise the work of project personnel and subcontractors
  • Manage and supervise project staff and partners in the identification of all the project’s technical assistance needs, including development of suitable scopes of work, recruitment of consultants, and execution of subcontracts
  • Oversee program work planning, budget, performance management, monitoring and evaluation, and strategic communications to ensure that all project assistance is technically sound and appropriate 
  • Identify issues and risks related to activity implementation in a timely manner and work with relevant parties to swiftly implement solutions 

Qualifications:

  • Advanced degree in public health, social sciences, or a related field required
  • Minimum 10 years of relevant development experience designing, implementing, and managing USAID or other donor-funded health programs required
  • Proven success in managing health systems strengthening or maternal/child health projects working at the community level
  • Experience working closely with multidisciplinary teams in developing countries
  • Excellent written and oral communication skills; ability to articulate a strategic vision
  • Experience in monitoring and evaluation, knowledge sharing, and knowledge management
  • Proven track record in building capacity of local partners
  • Demonstrated leadership, versatility, and integrity
  • Experience as Chief of Party on a donor-funded project in Malawi or southern Africa preferred
