Chemonics seeks a chief of party for the anticipated USAID funded Southeast Asia Enhancing Growth and Development through Energy (SE Asia EDGE) Activity. The SE Asia EDGE is a regional activity that aims to support modernization of electric utilities, advance clean energy technologies, amplify impact of existing organizations dedicated to innovation in the energy sector, advance competitive and transparent procurement, support power grid interconnectivity and trading, and continuing regional programing to increase the LNG-to-power market. It will draw on the expertise and resources of the U.S. government (USG), private sector, international financial institutions, and will also seek collaboration with like-minded government and non-government partners.

The chief of party will provide leadership towards assessing existing sector conditions, strengthening the energy security, development of new strategies, and implementing new market structures for an open, efficient, and transparent energy market. We are seeking candidates with experience leading other energy programs in South and Southeast Asia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • The chief of party will bear primary responsibility for the overall management and administration of the project and liaising as well as providing expert guidance to the client
  • Monitor the work plan, track implementation and ensure timely delivery of all contract deliverables; lead procurement, personnel, reporting, and other management-related requirements of the contract
  • Lead the projects’ technical team and provide quality control of products prepared by them
  • Provide guidance for core objectives under the project such as: strengthened energy security; expand access to affordable, and reliable energy; implementation of open and efficient markets; and advanced market-based energy policies and market reforms
  • Serve as the primary point of contact for the client and ensure compliance with all applicable USAID and host-country regulations

Qualifications:

  • Advanced degree in Economics, Energy/Environmental Policy, Engineering, or a related field
  • Minimum of 10 years of progressively responsible work experience in leading and managing energy sector reform and/or diversified energy source programs, preferably in developing countries in Asia
  • Demonstrated experience in energy sector development and significant experience in implementing regional programs in developing countries
  • Demonstrated supervisory work experience including strong supervision of technical teams of energy professionals to effectively respond to complex assignments
  • Practical experience working with a range of program partners, including government agencies (USG and host), regulatory bodies, utilities, the private sector, NGOs, civil society, consumers, bilateral and multilateral entities
  • Strong interpersonal, analytical and problem-solving skills, and exceptional oral and written communication skills
  • An excellent record working with other donors on energy sector reform programs
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
