Civil society engagement team lead | Kosovo | 2021

Chemonics seeks a civil society engagement team lead for the anticipated USAID Property Governance Activity in Kosovo. This activity will address the needs of the property rights system in Kosovo to reduce corruption, increase women’s empowerment, and improve formal property rights and investments in real property. In partnership with a range of local stakeholders, including municipalities, the central government, civil society, and the private sector, the Activity will focus on property rights legislation and improving the overall transparency, efficiency, and functionality of the property rights system. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • oversee technical implementation of activities related to strengthening civil society and increasing citizen engagement with government institutions regarding property rights
  • Foster and maintain collaborative working relationships with key civil society organizations (CSOs) to enhance participation in addressing property sector service delivery challenges
  • Lead development of activities to enhance civil society and citizen oversight, increase awareness and advocacy for women’s property rights, and improve public understanding of the property sector
  • Provide overall technical and managerial leadership, ensuring effective implementation of component activities and collaboration with other component team leads
  • Supervise and build capacity of technical component staff

Qualifications:

  • Bachelor’s degree (or foreign equivalent) required; advanced degree in social sciences, public policy, or another related field is preferred 
  • A minimum of ten years of experience working with civil society organizations, public institutions, and advocacy efforts and campaigns
  • Extensive experience working in two or more of the following areas: women’s rights, property rights, land access, civil society, public policy
  • Proven ability to effectively communicate technical guidance to project staff and external partners in assessment, development, and implementation of Activity initiatives, particularly civil society organizations, government officials, and private sector stakeholders 
  • Strong contextual knowledge of property rights and management challenges in Kosovo
  • Excellent interpersonal and leadership skills and demonstrated ability to supervise and manage others 
  • Demonstrate leadership, versatility, and integrity
  • Fluency in English and Albanian is required; proficiency in Serbian is a strong asset
