Summary of position:
Under the general direction of the Head, Mission Operations, the incumbent is the focal point for providing a wide range of services, guidance and support to clients within the Consulate General. The incumbent leads on key responsibilities, such as property management, financial tracking, human resources, information management, and materiel management/procurement. The position is also responsible for the management of (an) assistant/s.

 

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education
A diploma or degree from an accredited college or university;
OR a minimum of 5 years of relevant experience and training related to the duties and specific areas of competencies required by the position: budget management, human resources administration, property and material program administration, procurement and information management.

Language
A high level of fluency in both written and spoken English is preferred.

Experience
• A minimum of four (4) years of recent and direct experience in office administration;
• Experience working in a corporate services environment;
• Experience in managing client and stakeholder relations and in providing client service support to customers/clients;
• Demonstrated experience in budget planning and forecasting using electronic tools (please specify);
• Experience in providing advice, and written reports to management and/or client on office administration issues.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge
• Knowledge of procedures and practices for providing common administrative services in areas such as business planning, organizational effectiveness, policy review and application, business communications, information management, and client services;
• Knowledge of and proficient in computer software and systems, including Microsoft Office Suite;
• Knowledge of budget management procedures;
• Knowledge of general human resources (HR) principles and practices.

Abilities/Competencies
• Communicate effectively in English, both orally and in writing;
• To manage multiple competing demands, organize time, and work effectively to meet deadlines.
• Establish and maintain effective relationships with both internal and external clients at all levels in an organization;
• Apply project management skills;
• Administer an operational budget;
• Provide advice to clients, including the analysis of problems and the proposal of solutions;
• Demonstrate sound judgement; and effective interpersonal skills
• Demonstrate initiative, teamwork and strong organizational skills.

 

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

Ability to communicate effectively in French both orally and in writing.

 

Organizational Needs:

 

Operational Requirements:
• Must be able to work overtime on short notice on occasion;
• Must be available for occasional duties outside normal working hours (i.e. evenings and weekends);
• Travel: This position requires occasional travel throughout the territory covered by the Consulate General of Canada, Seattle as well as to Canada and/or missions throughout the USA.
• Due to the situation with COVID 19, many employees with the Consulate are currently teleworking. As the Consulate moves through its reopening phases, and based on the requirements of the position, the incumbent may be required to work on site at the Consulate. Once the Consulate returns to normal operations, the incumbent will be expected to work from the Consulate, as required.
Hours of work: Normal hours of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week. The incumbent may be required to work overtime as needed.

 

Condition(s) of Employment:
• Eligibility for a Government of Canada Reliability Status which includes a criminal and credit background check;
• Have a valid work authorization covering the entire employment period and be able to legally work in the US.
