Backround

Caritas Switzerland (CACH) prevents, combats and alleviates poverty worldwide in more than 30 countries. With its projects in development cooperation, CACH works in the areas of food security, water, climate protection, disaster risk reduction, migration as well as education for children and adults. It provides emergency relief in response to disasters and in protracted crises. In response to the crisis in Syria, CACH has been engaged in emergency relief activities together with its partners since in July 2012. CACH is currently supporting projects in Jordan, Lebanon and Syria. Vis-à-vis the steadily increasing funding gap of the Regional Refugee and Resilience Plan and national response plans, CACH has extended its engagement in the region focusing on relief, education and livelihood, managed from its regional office in Beirut, Lebanon. CACH activities are implemented exclusively through partners with local presence and focusing both on refugees and host communities supporting them from the regional office in Lebanon and sub-offices in Jordan and Syria.

Purpose

The purpose of the position is to represent NGOs partners at the Cash Working Group at the Damascus hub.

The Co-Chair will lead the CWG as part of the core committee and support the identification of coordination needs, follow-up on agreed workplan, coordination with sector leads as well as capacity building of CWG members.

Key Responsibilities

Strategic Development of CVA (20%)

  • Promote the scale of CVA as response modality at Damascus hub level
  • Anticipate relevant developments in CVA and market-based programming
  • Contribute to the strategic development of CVA and marked-based programming
  • Maintain regular communication with other CWG hubs as well as relevant coordination mechanisms
  • Support and participate in the analysis of CVA planning, response, and gaps

Technical Development (40%)

  • Lead in close coordination with the other Co-Chair the development of technical deliverables as per agreed CWG work plan
  • Proactively suggest solutions for coordination challenges
  • Facilitate technical discussion and exchange between CWG members, hub CWGs and other relevant stakeholders
  • Support the development and implementation of minimum standards and context-specific best practices
  • Lead together with the other Co-chair technical discussions
  • Engages with donors about successes and challenges

Coordination (30%)

  • Support the planning of regular CWG meetings
  • Chair CWG meetings whenever requested
  • Engage with CWG partners and other organisations that are implementing or planning to implement CVA in Syria
  • Oversee the CVA mapping including data cleaning, follow-up, and presentation
  • Build trustful relationships with sector working groups and other coordination mechanisms
  • Maintain regular communication with other INGOs, local NGOs, and donors working on CVA
  • Formally represent the CWG in the ISC

Capacity Building (10%)

  • Organise and facilitate capacity-building activities such as introductions, trainings, and workshops for CWG members, interested sector working groups, and other humanitarian actors

Mode of Cooperation and Deliverables

The Cash Working Group Co-Chair will directly report to the Chief of Party. The Cash Working Group Co- Chair is requested to keep the superior informed about activities undertaken and progress made. The Cash Working Group Co-Chair ensures effective and proactive communication with other CWG core committee members, and CWG members as well as the regional delegation.

Qualification

1. Education

Essential:

  • Bachelor’s degree in political science, sociology, business, economics etc.

2. Professional Experience

Essential:

  • 3-4 years of experience in planning and managing CVA

Desirable:

  • 1-2 years of experience co-leading a cash working group
  • Familiarity with Syria context

3. Skills and Competencies

Essential:

  • Highly organized, good capacity of analysis and conceptualisation
  • Excellent drafting skills in English
  • Proven stakeholder management skills

Desirable:

  • Respect for the special vision and mission of Caritas.
  • Understanding that appearances are important in local context and willingness to present self with professional attire at all times in the working environment.
  • Flexibility and readiness to take on additional tasks.

4. Language Requirements

Essential

  • Excellent written and spoken English

Desirable:

  • Excellent spoken Arabic

Duration: 9 months to be extended; pending on funding

Expected Workload: 100%

Duty Station: Damascus, Syria with occasional travel within the region
