BACKGROUND

UNICEF is the lead agency in monitoring the wellbeing of children, with a mandate to support countries in collecting reliable data on children, as well as to track progress against internationally agreed targets including the Sustainable Development Goals (SDGs). 

The Child Protection and Development (CPD) team within the Data Analysis and Innovation Unit covers a range of topics, including harmful practices such as child marriage, which is the topical focus of this consultancy. Further to UNICEF’s role as custodian agency monitoring progress towards SDG target 5.3.1 on child marriage, the CPD team will be undertaking several initiatives around the analysis, dissemination and use of data on this topic. This will include the production of national, regional and global reports, the development of a dedicated website on monitoring progress against child marriage, and the development of a set of training packages on the interpretation and use of data on harmful practices.

The purpose of this consultancy is to support CPD’s work in the monitoring of child marriage through maintaining and strengthening partnerships with relevant institutions and colleagues, as contributors to and users of these data-driven products and platforms on child marriage.

Terms of Reference / Deliverables

 Under the overall direction of the Senior Adviser, the consultant will accomplish the following objectives:

  • Liaise with UNICEF country offices to share data-driven resources on child marriage and identify additional data needs of selected countries (Spotlight initiative)
  • Increase visibility of the Global Monitoring Mechanism and of data-driven products through direct communication with key stakeholders, writing newsletters, drafting blog posts, and promoting materials on social media
  • Manage beta testing of child marriage website with key stakeholders
  • Provide logistical and substantive support in the planning and implementation of SAG consultations, both in-person and remote

Deliverables will include:

  • Successful communication with partners to promote data-driven products, identify data needs and manage inputs to key projects
  • Implementation of key activities with partners, including website beta testing and consultations with SAG
  • Timely, accurate and informative regular reporting of project status and recommendations

Qualifications

(1) Education

  • University Master’s degree or higher in social sciences, public policy, international affairs or related field

2) Work experience

  • Minimum of five to seven years of progressively responsible professional work experience in child protection programming
  • Expertise in child marriage strongly preferred
  • Familiarity with UNICEF’s organizational structure and key partners strongly preferred
  • Basic familiarity with data used for global monitoring of the wellbeing of children and/or experience working with household survey data preferred
  • Familiarity with UNICEF mandate and the Sustainable Development Goals

3) Competencies

  • Excellent project management skills, including managing complex projects and balancing long-term and ad hoc projects simultaneously
  • Proven experience in developing effective communication products and monitoring their performance with key audiences

Requirements:

    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
