BACKGROUND 

UNICEF Education Section, Programme Division, NYHQ, released Volumes I and II of the Education Sector Analysis (ESA) Methodological Guidelines in 2016. These guidelines present methodologies for the analysis of policy issues with the aim of strengthening the knowledge required for the development of more equitable and efficient education sector plans. The guidelines aim to help government and development partners at country level in their preparation of Education Sector Analysis, which is a new requirement for application to the Program Implementation Grant (PIG) funded by the Global Partnership for Education (GPE). Volumes I and II of the Guidelines were translated into French, Spanish, Russian and Portuguese, printed and distributed globally. 

Volume III has now been written and English and French versions are available. It will be approximately 360 pages in length and produced only for use on-line. 

Terms of Reference / Deliverables 

The consultant will produce a graphic-designed version of Volume III of the ESA guidelines in both English and French. UNICEF will provide photos. Consultant tasks are, for each of the two languages: 

  • Lay out the book in brochure format; 

  • Lay out four-color cover, interior cover and content; 

  • Integrate text and images; 

  • Retrace tables, maps and graphs; 

  • Format and redraw a repeat of the annexes contained in Chapter 11; and 

  • Prepare files for printing (pre-press). 

 

Start date will be 1 December 2020. Deliverables will need to be completed by 30 January 2021. If you identify that you can complete the deliverables before that date, please share your target date. 

Your financial proposal should also include a time and cost package for corrections.

Qualifications 

  • Educational background in design. 

  • Strong theoretical and practical background in graphic and information design and data visualization (minimum of 5 years of experience in graphic production from start to published/printed product) 

  • Strong knowledge of use of different design platforms/software (i.e., Adobe Design Premium, In-Design, Corel Draw) 

  • Timeliness, accuracy, quality, and attention to detail 

  • Languages: English

  • Completed profile in UNICEF’s e-Recruitment system. Upload copy of academic credentials 

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage and must complete approximately six hours of mandatory on-line training if not already in place from a previous UNICEF consultancy. These training certificates can be utilize for future consultancies. 

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant
