BACKGROUND

The ADAP Section at UNICEF HQ is seeking the support of a consultant to provide assistance in the Section’s work on young people participation and civic engagement including technical support, capacity building and knowledge management. 

UNICEF’s Strategic Plan (2018-2021) articulates prominent and ambitious results for adolescents and demands that UNICEF’s work with adolescents is taken to scale by leveraging commitments to adolescents, strengthening systems that address adolescents’ priorities as well as mobilizing resources. Within this context, the Adolescent Development and Participation Section (ADAP) within Programme Division plays a critical role in responding to adolescents’ priorities both within development and humanitarian contexts. Key organizational principles that guide UNICEF’s work with and for adolescents include applying a positive development approach where we work with adolescent girls and boys as assets; adopting a right based gender responsive equity lens; working across the life course; and supporting meaningful participation of young people.

To support the young people’s engagement and participation agenda, the ADAP section is hiring a consultant to support: the institutionalization of adolescent participation and young people engagement across key organizational initiatives; sensitization and capacity building of UNICEF staff; improving knowledge management on adolescent development and participation and supporting global events that accelerate commitment and action on adolescent priorities. 

 

Terms of Reference / Deliverables

In close collaboration and working with the Chief of ADAP Section the incumbent is responsible for:

a)         Technical support- provide technical support in the design and roll out of young people engagement and participation in Reimagine Education initiative and GenU partnership in 32 UNICEF country offices

b)         Support the design and implementation of capacity building interventions on adolescent participation and civic engagement within UNICEF and across sectors and partners – including learning webinars

c)         Support the organization of a global convening event on young people civic engagement in collaboration with partners– prepare necessary documentation, correspondences, organization of the event, facilitate coordination with partners  including young people

d)         Manage ADAP’s knowledge management portfolio: support content development and updates to ADAP’s Sharepoint pages, Yammer and document libraries; document country examples and prepare ICON stories; support annual report preparation

f)         Facilitate dialogue and partnership building with young people networks in strategic moments/events in UNICEF’s global work including preparatory work, convening of young people, documentation and follow-up

 

Qualifications

1)         Education

•           A Master’s in social work, International Relations or a related field is required. 

2) Work experience

•           A minimum of 8 relevant professional work experience in adolescent development and young people participation 

•           Experience in managing Programmes promoting young people participation and engagement

3) Competencies

•           Proven ability to analyze, evaluate and synthesize information 

•           Strong ability to draft ideas and concepts, clearly and concisely, in written and oral form 

•           Strong planning and organizational skills 

•           Knowledge of standard Microsoft operating products

•           Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization

 

Requirements:

–           Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials

–           Financial proposal that will include:

–           your daily/monthly rate (in US$) to undertake the terms of reference (can be downloaded here: https://www.unicef.org/about/employ/index_consultancy_assignments.html 

o          travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.

o          Any other estimated costs: visa, health insurance, and living costs as applicable.

o          Indicate your availability

–           Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

–           At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

–           Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
