BACKGROUND

UNICEF crystallized and clearly articulated its key priorities for the next four years and for the Sustainable Development Goals (SDG) era, in documents such as the Strategy for Health, 2016-2030; Health Systems Strengthening Approach, UNICEF’s UHC Briefing Note (visible as Appendix 1 here), Nutrition and WASH strategies and most recently the Strategic Plan, 2018-2021. The UN Secretary General’s Global Strategy also underwrites a forward-looking approach to child health in the SDG era, and the Operational Framework for this Strategy should inform the planned implementation, monitoring and evaluation of programme activities in the forthcoming period. The most recent Global Conference on Primary Health Care on 25-26 October 2018 in Astana, recommitted to strengthening primary health care (PHC) as the most inclusive, effective and efficient approach to enhance people’s physical and mental health, as well as social well-being, and that PHC is a cornerstone of a sustainable health system for universal health coverage (UHC) and health-related SDGs. These agreements and developments at global level serve to guide UNICEF’s health programmes at country, regional and global level.

Supportive to the realization of health results in the 2018-21 Strategic Plan, the Health Section is currently implemented its Knowledge Management approach, aligned to the corporate standards, to support the work of the UNICEF Health workforce in regions and country offices. This includes the implementation of: a) the corporate Document Management System as part of the Enterprise Content Management (ECM) project for storing and retrieving documents systematically across the organization; b) Communication and collaboration sites over the SharePoint portal; c) Knowledge base for papers, research, evaluations, publications; d) database of e-learnings; e) Yammer; and f) Periodic newsletters.

Towards external knowledge management, the consultant will work to (a) provide quarterly updates to DoC on any changes to content on unicef.org/Health; (b) development and management of select external communication portals hosted by PD [Currently, programme -related external portals to disseminate technical products are under development]; (c) managing the social media presence of UNICEF Health

Additionally, the health section requires support to its planning function, as it relates to the preparation and review of health section workplans, including support to the utilization of appropriate tools, application of agreed quality standards and cross-linking it to ongoing knowledge management initiatives.

The Consultant is part of the Office of the Director, Health in NYHQ and will report to the Senior Programme Manager (Planning and Partnership team lead) of the Health Section. The incumbent will maintain strong relationships with colleagues in relevant UNICEF regional and country offices, Unit leads in the Health Section, relevant divisions / offices to support knowledge management, planning and monitoring towards the implementation of Health results in the 2018-21 Strategic Plan.

The consultancy is home-based and full time.

Terms of Reference / Deliverables

The consultant is expected to complete the following deliverables during the during the duration of the contract:

1. In support of the KM implementation plan for the section, provide technical support and coordination to Health section units to continuously utilize the Document Management System (as part of the ECM project) and manage essential programme documentation through their pages / sub-sites;

2. Moderate, manage and promote Health Community on Yammer, the global Health intranet, the health knowledge base and the e-learning library;

3. Provide technical inputs to DoC to update unicef.org/health content and to Health Section Units in the management of collaboration sites / partnership portals;

4. Lead a coordinated engagement of UNICEF Health Social Media accounts in collaboration with Partnerships colleagues

5. Develop periodic newsletters (at least bi-monthly) and video recordings in support of internal and external communications of the Health Network;

6. Mobilize global health network for sharing best-practices from field through existing platforms

7. Support best practice documentation and development of other knowledge products

8. Support quality assurance in planning and review processes during mid-year reviews, annual reviews and annual workplans.

Qualifications

(1) Education

  • University degree in Social Sciences, International Relations, Public health, or other relevant disciplines is desirable

2) Work experience

  • At least five years’ experience in knowledge/information management, including website management, preparation of newsletters and background papers
  • Proficient knowledge on Microsoft applications namely: SharePoint, Access, Yammer, Outlook, Word, Excel and PowerPoint;
  • Fluency in English (both written and oral communication) is mandatory.
  • Ability to demonstrate organized multi-cultural working environment and a team player.

  • Financial proposal that will include your daily rate (in US$) to undertake the terms of reference.
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
