BACKGROUND

The Alliance for Child Protection in Humanitarian Action (the Alliance) is a global network of operational agencies, academic institutions, policymakers, donors and practitioners that facilitates inter-agency technical collaboration on child protection in all humanitarian contexts. The United Nations Children’s Fund (UNICEF) leads the Alliance with a rotating NGO, currently Plan International.  The Alliance sets standards and produces technical guidance for use by the various stakeholders, particularly field practitioners. Its mission is to support humanitarian actors to achieve high-quality and effective child protection interventions in humanitarian contexts, in both refugee and non-refugee settings.

The purpose of the assignment is to support the Alliance with planning, reporting, M&E, grant management, and fundraising activities for all Working Groups and Task Forces, currently led by 12 agencies.

Terms of Reference / Deliverables

The tasks under these terms of reference are to be delivered between March 2021 and February 2022

Task 1. Conduct Monitoring and Evaluation

  • Collect and process data and results from agency-led projects to assess the progress of the Alliance M&E framework
  • Establish an M&E framework for the Alliance work-plan and strategic plan
  • Work with the secretariat, WGs and TF to put in place a strategy and methodology to measure the impact of the Alliance work, including its standards, guidelines, and knowledge products

Task 2. Develop a fundraising strategy for the Alliance

  • In collaboration with the coordinators of the Alliance, develop a fundraising strategy
  • Maintain an overview of main donors’ strategic objectives and funding priorities (donor mapping)
  • Support working groups, task forces and the secretariat in developing concept notes and proposals, particularly on the 2021-2023 work plan
  • Support the Alliance in identifying new funding opportunities

Task 3: Manage grants

  • Develop a central system to facilitate management of all grants.
  • Follow up with UNICEF and Alliance grant holders to ensure timely spending of grants
  • Maintain detailed understanding of budget flows and the impact of this on budget forecasting, and produce regular updates on financial performance

 Task 4: Support planning processes for the Alliance

  • Support the secretariat, WGs and TFs on annual workplan revisions and updating
  • Prepare and execute plans for work-planning process every three years (current cycle is 2021-2023)

Task 5: Ensure timely reporting on Alliance activities

  • Support preparation of donor reports by all WG and TF in a timely fashion
  • Lead on Annual reporting against the work-plan
  • At the end of each strategic cycle (currently 2021-2023), support the compilation of a three-year report on the work-plan and strategic plan of the Alliance

Task 6: Support the Secretariat of the Alliance

  • Provide support to the UNICEF coordinator on procurement, contracting, recruitment and other relevant tasks;
  • Provide adhoc support to WGs and TFs as needed, such as copy-editing, identifying service providers, such as translators, and other support regarding the activities of the WGs and TFs.
  • Support the organization of the 2021 Annual Meeting for Child Protection in Humanitarian Action

Qualifications

1) Education

  • University degree in relevant field, preferably in social work, public health, international affairs, psychology or development studies
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, and MS Outlook.

2) Work experience

  • At least 5 years of relevant experience in humanitarian or development sectors;
  • Strong writing and editing skills for publication;
  • Experience in fundraising;
  • Experience with planning and report writing, ideally within a network space;
  • Demonstrable M&E skills;
  • Familiarity with the Minimum Standards for Child Protection in Humanitarian Action and other fundamental documents related to the CP sector is desirable.
  • Experience with managing events is desirable
  • Experience in child protection in humanitarian settings is an asset.

3) Competencies

  • Excellent interpersonal skills, with the ability to successfully interact with a diverse group of people and build consensus;
  • Flexible work attitude, with the ability to follow direction and work independently across a virtual work environment;
  • Excellent organizational skills, with the ability to independently track and follow-up on various tasks;
  • Collaborative work style, with strong team-player attitude and ability to identify gaps and to take initiative to fill them;
  • Ability to operate remotely and across multiple time-zones.

Requirements:

  • Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference.
  • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
