BACKGROUND

At the Institutionalizing Community Health Conference, co-hosted by UNICEF and USAID (with support by WHO and BMGF) in March 2017 in Johannesburg, participating country delegations expressed demand for global knowledge management mechanisms to facilitate South South cross country learning on community health. In February 2018, UNICEF established the CH-CoP, hosted by the Institute of Tropical Medicine, Antwerp and facilitated by a diverse group of facilitators.

During phase- I of the CH- CoP, completed in January 2019, the CH- CoP launched the platform and brought experts (currently 400+ members) to work together on a common learning agenda in community health. It had conducted several activities like webinar, flash consultations; online discussions based on knowledge materials and also an evaluation of its progress. During the transition period (February – September 2019) the lead facilitator continued the dialogue in the CH-CoP for a seamless flow of activities between the two phases. The Consultant will operationalise the objectives for phase-II, and in particular contribute to harnessing contributions of the CoP network to the second Institutionalizing Community Health Conference (Oct. 2020).

The Consultant will work with the Child and Community Health Unit (CCHU) of the Health Section of UNICEF NYHQ, to act as francophone facilitator for the Community Health Community of Practice (CH-CoP) in its second phase (phase-II) of operation. The Consultant will also support the functions of the lead CH-CoP Facilitator. This is a specific deliverable, outside the scope of existing staff work. 

Terms of Reference / Deliverables 

In close collaboration and working with the Child and Community Health Unit, the incumbent is responsible for configuring, launching, and maintaining the Recruitment module as follows:

A) Maintain and sustain the balanced composition of the CH-CoP by facilitating a group of community health practitioners from the Global South

 B) Increase the interactions of Francophone experts in CH-CoP by facilitating discussions, sharing knowledge products, translating and updating on the ongoing process in Community Health, and create a sense of shared ownership, value gain and acknowledgement of contribution

C) Produce knowledge products, which align the CoP with global and country level progress in the field of community health, and D) Collaborate with Afrique Francophone et Fragilité (AFRAFRA) to develop a framework on community health in  fragile settings.

Qualifications 

(1) Education

  • A graduate degree in Public Health or a related field is essential. 

2) Work experience

  • A minimum of 8 years of relevant work experience at national or international levels in the area of global or public health is required.
  • Experience in knowledge management for health is required; specific experience with the current CH CoP is preferred.
  • Ability to synthesize research and reach empirically based conclusions on related subjects is highly desired.
  • It is preferable that the individual has experience with, or in, multilateral institutions. UN experience desired.

3) Competencies

  • Strong organizational, planning, and analytical skills
  • Excellent written and verbal communication in English.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
