BACKGROUND

The UNICEF Strategic Plan is a corporate plan setting out the organizational vision to support in achieving the child-related Sustainable Development Goals by 2030.

UNICEF is required to present summarised achievements, trends and challenges effecting children during the current Strategic Plan, 2018-2021 with a separate joint annex on implementation of the common chapter of the Strategic Plans 2018–2021 of UNDP, UNFPA, UNICEF and UN-Women at the Annual Session of the Executive Board in June 2021 and the final version of the Strategic Plan 2022-2025 at the Second Regular Session of the Executive Board in September 2021.

The Strategic Planning and Corporate Analysis team is seeking additional support to meet the increasing demands of the Organisation to produce high quality materials.

Under the direct supervision of the Chief of Strategic Planning and Corporate Analysis (SPCA) in the Division of Data, Analytics, Planning, and Monitoring (DAPM), the consultant is expected to manage inputs and coordinate with respective HQ divisions and sister agencies in the development of joint annex on Common Chapter and the integration of the quadrennial comprehensive policy review of operational activities for development of the United Nations system (QCPR) in the new Strategic Plan throughout March to June 2021 period.

Terms of Reference / Deliverables

The following deliverables related directly to the UNICEF Executive Board Sessions in 2021. Based on texts and technical inputs received from organisational units, sister agencies and in close consultation with the supervisor:

  • Support to the drafting of 2020 Common Chapter annex
  • Support the incorporation and integration of tracking/mainstreaming of the QCPR into the SP, including the results framework
  • Analysis of existing UNICEF MOUs and partnerships frameworks with other UN agencies for the new Strategic Plan
  • Other tasks related to the full reflection in the Strategic Plan of UNICEF’s work in relation to UN reform and coherence

Qualifications

(1) Education

  • Advanced university degree in in social sciences, journalism, international development, or any related field.

(2) Work experience

  • Knowledge and experience of UNICEF programmes of cooperation
  • At least 3 years of progressively responsible professional work experience.
  • Thorough understanding of and work experience in results frameworks and results-based management is an asset

(3) Competencies

  • Exemplary writing and editing skills in English language
  • Proven computer literacy in using MS Word and its edit features
  • Strong analytical skills and ability to work with and as a part of teams
  • Ability to work independently in a timely manner
  • Ability to meet deadlines
  • Ability to speak English fluently is required.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment

Requirements:

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
