BACKGROUND

Statistically sound and internationally comparable data are essential for developing evidence-based policies and programmes. Such data are also critical for monitoring progress toward national goals and global commitments.  The Data & Analytics Section within the Division of Data, Analytics, Planning and Monitoring of UNICEF Headquarter leads the collection, validation, analysis, use and communication of the most statistically accurate internationally comparable data to drive transformational change for women and children around the world.  Such work includes compiling and updating a global database of cross-nationally comparable indicators on children and women; developing measurement methodologies, including new data collection and monitoring tools and questionnaires; conducting data processing and analyses; critical review of literature; evidence synthesis and disseminating data on children in a variety of ways including through flagship publications, thematic data-driven publications, our website, and brochures.

Terms of Reference / Deliverables

Under the overall direction of the Chief, Chief Data Analysis & Innovation, the consultant will support statistical and data related tasks associated with data analysis/processing, data communication to support the core monitoring work of the section. These includes:

  • Providing support, as needed, to the updating global databases of cross-nationally comparable indicators on children and women, including many indicators of the UN Sustainable Development Goals, with particular responsibility for updating of indicators not maintained in the seven sectoral groups of the Unit.
  • Cross-sectoral analysis and support to section-wide data products, including compilation and presentation of data from across the section
  • Production of data related materials, SDG profiles and other analytical products for use internally and externally
  • Providing technical support and quality control of the various statistical products of the section by carrying out data verification ensuring consistency and accuracy in all major publications.
  • Supporting data analysis/processing and communication for the various thematic areas.
  • Provide administrative and programmatic support to the unit as required.

Qualifications

Knowledge/Expertise/Skills required:

  • A minimum of 5 years of experience in data analysis and processing
  • Expertise in using data analysis and visualization software packages.
  • Proven experience in data analysis and report writing to disseminate key data and findings to non-technical audiences. 
  • Experience in work with a variety of data sources, and with data assessment and data analysis of interest to UNICEF, particularly related to data on children and women.
  • Proven experience in working with data from household surveys and its use in policy and programming. Experiences in using big data sources (e.g. social media data, satellite imagery information, etc) is a plus.
  • Proven experience in conducting extensive literature reviews and summarizing main findings.

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
