How can you make a difference?

The Education Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking to hire an individual consultant to strengthen the capacity of the Regional Office Education team to fulfil its accountability as Regional technical hub in providing quality oversight and technical assistance to Myanmar Education team, to ensure the continuation of a well-coordinated, strategic, and effective education in emergency response, and support efforts to continue children’s learning.

Work Assignment: 

Under the co-supervision of the Regional Education Adviser, the consultant will be responsible for Regional Office supporting the management of the UNICEF Education in Emergencies (EIE) response. Specifically:

  1. Lead the overall supervision and oversight of the UNICEF EiE Team, communicating and collaborating with the UNICEF Myanmar Chief of Education and the UNICEF East Asia and Pacific Regional Advisor.
  2. Review, assess and update the education situation in areas affected by the twin emergency of Covid-19 and political crisis (including, but not limited to the number of children, including pre-school age children, girls and other excluded children, who need to access education, the safety and security of learning environments, the availability of psychosocial services, availability of teachers, teaching and learning materials and other circumstances affecting children’s access to education with particular focus to girls).
  3. As needed, contribute to an EiE needs overview, e.g., travel to the affected areas and conduct rapid assessment of school damages and needs with a focus on WASH facilities in the COVID-19 context.
  4.  Support development of the UNICEF EiE response strategy in the context of highly politically sensitive and complex operating environment, where the direct engagement with the government is no longer possible. Specifically:
    1. Contribute UNICEF inputs into the development of the EU action strategy for Myanmar
    2. In consultation with other UNICEF sectors as well as CSO partners, draft UNICEF proposal for a multi-year, multi-donor funding education response in Myanmar
    3. Support articulation and development of the home-based/supplementary learning package as part of the continuity of learning efforts
  5. Support the coordination and UNICEF leadership of the Education in Emergencies Sector, including engaging in advocacy for activation of the Cluster and the development of a Sector/Cluster strategy.

End Product(s):

  • Final Consultancy Report

Duration of Contract:  7 months: from early Q3/2021 to early Q1/2022 (or 16 August 2021 – 15 March 2022)

Official Travel:  Travel to Myanmar is envisaged if the security and sanitary situation allows.

Working Location: UNICEF Regional Office in Bangkok, Thailand.  (Note that due to current COVID-19 travel restrictions, the consultant may begin assignment working remotely.)

Qualifications or Specialized Knowledge/Experience Required:  

  • Masters or advanced degree in education, social sciences, international development, humanitarian response or a related field.
  • Minimum 7 years of progressively responsible relevant experience in the field of education, education in emergencies (EiE). Experience in complex emergencies strongly preferred.
  • Technical experience and knowledge in the area of education in emergencies response required, including monitoring and evaluation, supply management and partnership coordination.
  • Proven experience of high quality report writing and documentation.
  • Resourcefulness, flexibility, and the ability to prioritise large amounts of work while under pressure.
  • Good analytical, facilitation, communication and presentation skills.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy
  • Fluency in English (verbal and written).
  • Bangkok-based consultant is preferable.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
