Consultant – Global Partnership for Effective Development Cooperation – Action Area 2.6.

Background

The ART Initiative – Hub for Territorial Partnerships is a UNDP global project that seeks to harness the potential of territorial partnerships by supporting decentralized cooperation, South-South and triangular cooperation. ART is therefore an entry point for international cooperation actors interested in harmonizing their respective actions in support of national and sub-national policies for sustainable local human development. ART aims to strengthen and expand the existing alliance between UNDP and decentralized cooperation partners in support of the implementation of the Sustainable Development Goals (SDGs) at the local level. ART also seeks to strengthen the potential and role of Local and Regional Governments (LRGs) as development partners and to promote the principles of development cooperation effectiveness in support of the localization of the SDGs. In a global context marked by common challenges that require partnerships and complex solutions to “leave no one behind”, UNDP ART has partnered with many decentralized cooperation partners to jointly promote innovative initiatives that contribute to the localization of the 2030 Agenda. Over the years, the initiative has contributed to demonstrating that regional, municipal and local authorities, together with other local governance stakeholders, have a key role to play in promoting sustainable development and making the SDGs part of national and local development strategies and policies.

ORU FOGAR is a global organisation representing regional governments and their associations at world level. Its objectives are bringing regions together, identifying their concerns, working on joint proposals and making their voice heard. ORU-Fogar aims to be the voice of the intermediate governments in parliaments, before the national governments and in all international bodies. It strives to facilitate the representation of the regions in global forums, as part of the construction of a global governance. ORU-Fogar represents the intermediate governments constituency in all the organisations which have a direct impact on the quality of life of their populations, in a spirit of loyal cooperation with the municipal power. All of this with the view that the intermediate government is a strategic government in the service of development. Specifically, the purpose of ORU-Fogar’s Working Group on Development Cooperation is to support the efforts of their member organizations and regions to meet the challenge of sustainable development, and to organize ORU-Fogar’s participation and contribution to the relevant international dialogues and fora a on development cooperation.

UCLG, as a global network of cities and local, regional, and metropolitan governments and their associations, is committed to representing, defending, and amplifying the voices of local and regional governments to leave no-one and no place behind. Through collaboration, dialogue, cooperation, and knowledge-sharing, UCLG works to advance global response and action through ground breaking commitments and agreements that become common threads that transcend borders and tie communities together, to uplift and empower the local level. UCLG, inter alia, works to enhance political participation by local governments, creating new tools for synchronized action, renewing partnerships with different actors and ensuring shared ownership across the membership enhances our transparency, democratic participation, and accountability. UCLG organizes policy and advocacy to amplify the voices of territories internationally. This includes making proposals concerning the role and perspective of local and regional governments on the definition of the next phase of the global development agendas, and increasing national and international support and recognition for the role of local and regional governments in the implementation process.

The  Global Partnership for Effective Development Co-operation (GPEDC) is the primary multi-stakeholder vehicle for driving development effectiveness, to “maximize the effectiveness of all forms of co-operation for development for the shared benefits of people, planet, prosperity and peace.” It brings together governments, bilateral and multilateral organizations, civil society, the private sector and representatives from parliaments and trade unions among others, who are committed to strengthening the effectiveness of their partnerships for development and the 2030 Agenda.

The ART Initiative works together with ORU-Fogar and with UCLG in the implementation of GPEDC’s 2020-2022 work programme, notably on its Action Area (AA) 2.6, “Strengthening development effectiveness at the subnational level to achieve the SDGs.” This AA aims at improving the quality and effectiveness of initiatives supporting SDG localization, as well as the coordination and harmonization of the development agents promoting capacity-building programmes in partner countries. Duties and Responsibilities

Overall Objective

Considering the above elements, UNDP is launching a call to select a consultant aimed at supporting ORU FOGAR’s and UCLG’s role as lead organisations for the GPEDC Action Area 2.6.

Foreseen Activities and Expected Deliverables

For the purpose described above, the consultant will be required to deliver the following:

1. Elaboration of a project document framing a multi actor partnership towards the objectives of the Action Area 2.6.

Deliverables:

  • A project document formulated that allows a variety of partners to contribute in a harmonised and aligned way towards the objectives of the GPEDC Work, Action Area 2.6: Strengthening Development Effectiveness at the sub national level (estimated 20 working days).

2. Organise outreach and partner mobilisation towards increased active adjustment of partners with the GPEDC Action area 2.6

Deliverables:

  • A mapping of potentially interested partners including national, subnational and local Governments, civil society and private sector organisations conducted – estimated 3 days;
  • Organise discussion and/or outreach events to present the objectives and work programme of Action Area 2.6 with potential partners. A minimum of three virtual events shall be organised (estimated 14 working days).
  • Organise discussions with other GPEDC Action Areas to facilitate exchange and synergies (estimated 3 working days).

3. Support the organisation and workstreams within GPEDC Action Area members.

Deliverables:

  • Technical assistance for Action Area 2.6. member meetings provided (estimated 10 working days).
  • Relevant communication, etc. drafted (estimated 10 working days).
  • Other inputs as required.

4. Organise a seminar to facilitate exchange between engaged partners within GPEDC Action rea 2.6.

Deliverables:

  • A virtual seminar to facilitate the exchange between different partners and experts in order to evaluate progress of the different Action Area workstreams (estimated 5 working days).

The consultant is expected to work under the direct supervision of the UNDP ART Initiative, ORU FOGAR and UCLG. He/she will be working virtually and be required to be physically present in ORU FOGAR’s office in Barcelona for several days a month, in line with the limitations of the current Covid-19 pandemic.

Required Skills and Experience

Education:

  • Advanced University Degree (or equivalent degree) in Development studies, Economics, or another related field.

Language:

  • Applicants must be fluent in Spanish and English.

Experience:

  • Minimum 3 years of related work experience.
  • Experience in development cooperation.
  • Experience in partnership building.
  • Knowledge of the Global Partnership for Effective Development Co-operation.
  • Experience in organisation of seminars and events.

Financial Proposal

The Financial Proposal must indicates the all-inclusive fixed total contract price in Euro or US Dollars. The proposal will provide detailed breakdown of costs, as per template attached and needs to be sent to: [email protected]  by 15th May 2021. The proposals should be sent via email with the following subject heading: “GPEDC Action Area 2.6”. Proposals received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. Criteria for Evaluation of Proposal:

Only those applications which are responsive and compliant will be evaluated. Offers will be evaluated according to the Combined Scoring method – where the educational background, experience on similar assignments, letter of interest, and interview  will be weighted at 70% and the price proposal will weigh as 30% of the total scoring. The applicant receiving the Highest Combined Score that has also accepted UNDP’s General Terms and Conditions will be awarded the contract. Only Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Evaluation Criteria – 70% of total evaluation – max. 100 points:

  • Criteria A – Demonstrated experience and skills through CV, P11 and letter of Interest – max 20 points.
  • Criteria B – Interview – max 20 points.
  • Criteria C – In depth knowledge of decentralized cooperation – max 20 points.
  • Criteria D – Knowledge of the Global Partnership for Effective Development Co-operation (GPEDC) – max 20 points.
  • Criteria E – Relevant experience in project formulation – max 20 points.

Financial Criteria – 30% of total evaluation – max. 30 points

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where:

p = points for the financial proposal being evaluated.

y = maximum number of points for the financial proposal.

µ = price of the lowest priced proposal.

z = price of the proposal being evaluated.

Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
