This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

The OSCE Mission to Serbia and its Security Co-operation Department are supporting the Ministry of Interior of the Republic of Serbia (MoI) to consolidate and sustain its training function within the on-going reforms of human resources management and within the overall police reform.  Based on need identified by the MoI, in 2021 the Mission would be providing support in mainstreaming training standards to the MoI’s Centre for Police Training, through enhancing their capacities for evaluation and E-learning.

Within the MoI’s human resources management reform, public administration reforms and the European integration process, the MoI’s Sector for Human Resources Management and its Centre for Police Training have undergone significant organizational changes since 2012 and 2013. MoI has established organizational structure in its Centre for Police Training within these reform efforts, in order to be able to manage E-learning programming. Given the many reforms mentioned, the Mission continued to provide support in key training related skills, through implementation of Curriculum Development and Training Evaluation Courses, and in 2020 in the context of COVID-19 circumstances, the Mission donated substantive resources enabling MoI’s Centre for Police Training for advancing in utilisation of online and E-learning.

Having in mind the importance of the capacity of the training structures to absorb, as well as to respond to the growing requirements posed by the reform agenda and project-based training activities (including E-learning), the Mission will continue to support the MoI’s Centre for Police Training. In 2021, the aim would be to advance in the utilisation of various tools for transforming conventional face-to-face training and learning into an interactive online format for the use in the MoI’s E-learning system. To this end, the Mission requires the services of an experienced consultant on video and photo editing, who would deliver an online training on the use of Adobe Photoshop and Adobe Visual for editing the E-learning programmes.

     
Tasks and Responsibilities    
     
   

Under the supervision of the National Programme Officer, the consultant will be responsible for:

  1. Conducting a brief training needs analysis through an online consultation with the Mission and the MoI staff members;
  2. Designing a three-day training plan and proposing its content to introduce the seminar participants with the tools for editing visual (photo) and video material for creating interactive and user-friendly E-learning (with emphasis on tools such as Adobe Photoshop and Adobe Visual);
  3. Preparing Power Point presentation which would be used for the training and handed over to the training participants;
  4. Delivering the online training (lasting up to three days) according to the timeline and dynamic agreed with the MoI and the Mission;
  5. Conducting a brief training evaluation and submitting a short evaluation report (up to two pages).

The Consultant will perform tasks online from home, as well as organize the delivery of the training using online platforms such as Zoom (or similar).

     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of Serbia;
  • University degree or advanced professional certification in information technology, graphic design or another closely related field;
  • At least 10 years of professional work experience in the field of editing visual (photo) and video (audio) material for interactive E-learning or other similar processes;
  • Minimum 5 years of working experience as a trainer, with at least five training sessions delivered in the last five years;
  • Specialisation in E-learning would be considered an asset;
  • Knowledge of English language and professional fluency in Serbian, both oral and written;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national, social and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    The consultant will be employed on a Special Service Agreement covering a total period of 5 (five) working days starting approx. in May 2021, and will be paid a total amount of RSD 90,000. The payment will be effected upon successful completion of all tasks.
