How can you make a difference?
The WASH Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to to provide technical support to hand hygiene, WASH in health care facilities, and emergency WASH preparedness in the East Asia and the Pacific Region.
Universal hand hygiene is essential to prevent infection and reduce transmission of infectious disease and is required for all settings public and private: households, institutions, workplaces, markets, transit hubs and other places. It is particularly important in health care facilities, where lack of hand hygiene and other WASH facilities can lead to life-threatening infections and can deter patients from seeking care.
Yet in the EAP region, millions of people lack basic WASH services, undermining health and wellbeing. Lack of these basic services also undermines preparedness for the next emergency, whether public health related or otherwise. The EAP region is highly disaster-prone, making ongoing emergency preparedness critical.
The Hand Hygiene for All Initiative brings together the WASH Cluster, Sanitation and Water for All, the World Economic Forum to take a whole of society and systems approach to hand hygiene. The initiative also aims to support countries and development partners to develop a coordinated response to the coronavirus outbreak, to ensure that hand hygiene is adequately included in coronavirus responses.
Work Assignment
The consultant will support these interrelated areas of work:
- WASH in Healthcare Facilities (HCF)
- Track regional status of progress on Eight Practical Steps for WASH in HCF in EAP countries, in consultation with health colleagues.
- Document and facilitate the sharing of good practices on hand hygiene
- Support country offices in the implementation of the revised (forthcoming) WASH Facilities Implementation Tool upon request
- Hand Hygiene for All
- Propose and coordinate with core partners on shared objectives and opportunities to advance hand hygiene programmes and advocacy
- Upon request, provide technical review and support of country office documents such as market assessments and country roadmaps and policies on hand hygiene
- Document and facilitate the sharing of good practices on hand hygiene
- Support preparations for Global Handwashing Day and/or other key advocacy events
- WASH emergency preparedness
- Prepare quarterly updates on regional preparedness status and assist country offices where preparedness status is low.
- Prepare regional response playbooks for different types of common emergencies in the region.
- Support the WASH Specialist in the preparation and delivery of WASH in Emergencies trainings, in consultation with regional emergency colleagues.
- Support the WASH Specialist in the coordination of the Regional WASH Humanitarian Coordination Platform, in consultation with IFRC.
- Make recommendations to strengthen the use of cash and markets for WASH emergency response

- Prepare regional response playbooks for different types of common emergencies in the region.
- WASH in Emergencies trainings report
- Regional WASH Humanitarian Coordination Platform meeting minutes and information platform updated
Duration of Contract: 11.5 months
Working Location: The consultant will work remotely.
To qualify as an advocate for every child you will have…
- Advanced University Degree in Public Health, Engineering, Humanitarian Response, Social Science or related disciplines.
- Minimum 5 years of progressively responsible relevant experience in the field of WASH with experience in emergencies, hand hygiene and WASH in Health care facilities.
- Strong interpersonal and communication skills, including experience in cross-cultural environment and international settings.
- Familiarity and relevant work experience in the East Asia and Pacific region is an asset.
- Proven ability for accuracy under pressure and adherence to deadlines.
- Demonstrated ability to work independently, take initiative and innovate.
- Fluency in English is necessary. Knowledge of any other languages spoken in the region would also be an advantage.
- Located in East Asia and Pacific region or willingness to be based in Bangkok, Thailand, is an advantage.
