EMOPS recognizes that Knowledge Management KM for humanitarian action is a core function of UNICEF. For UNICEF to continuously improve a strong evidence base for developing humanitarian policy and guidance, and to effectively support Regional and Country Offices, EMOPS has continued to establish its knowledge management as a core capacity. The consultant will contribute to the implementation of its strategy and approach to humanitarian KM, responding to the needs of Country and Regional Offices as well as of other UNICEF Divisions involved in humanitarian action.

As a member of the HELS team, the consultant will provide analysis and advice in support of the various strategic components and workstreams that HELS is developing and delivering on. This content will be produced by as well as inform learning, innovation, guidance and collaboration. The consultant will therefore be responsible for the development, oversight and maintenance of KM products for humanitarian action and the effective coordination with other KM workstreams and products developed by UNICEF in a pro-active and collaborative way.

The incumbent will oversee a number of specific projects that will be part of the overall approach, including the documentation of response to on-going emergencies, appraising humanitarian and development linkages, identification and documentation of good practice and lessons learned examples from UNICEF country offices to better understand emergency programmes, best practice certification, management responses to evaluations, and mentorship programmes.

How can you make a difference?

The incumbent contributes to a UNICEF approach to humanitarian knowledge management that both supports HELS other activities and is inclusive of and responds to the needs of EMOPS, and by extension Country and Regional Offices involved with Humanitarian Action.
This approach is conversant and complimentary with UNICEF overall practice, safely and appropriately implemented within UNICEFs overall corporate approach and systems for knowledge management, and includes the following task

• Support the implementation of a UNICEF approach to humanitarian knowledge management and notably apply a gender lens in KM activities in support of HELS workstreams.
• Contribute to Humanitarian Learning and Development and associated interactive products.
• Provide specific support for the identification of recommended UNICEF humanitarian learning products and their publication on the EMOPS external KM platform.
• Facilitate knowledge exchange between country, regional and HQ based staff, proactively identifying linkages for collaboration, utilizing various communities of practice supporting humanitarian action.
• Initiate specific projects that articulate particular aspects and tasks informed by the KM strategy.
• Regularly liaise with all sections in EMOPS, other Divisions involved in humanitarian actions, Regional Offices and COs to ensure that the strategy, products and tools are responsive to the needs of humanitarian practitioners.
• Interact with the UNICEF led clusters through the cluster unit in EMOPS Geneva to ensure consistency in the knowledge management approaches between UNICEF and clusters.

The consultant is expected to work closely with the Humanitarian Evidence and Learning Section (HELS) team in the Office of Emergencies under the overall supervision of the Chief of the HELS Section. This is a remote (home-based) consultancy.

Support the HELS CCCs learning initiative and rollout process including development of learning framework and practice activities.

Develop learning materials to support CO staff to be equipped to undertake analysis on a routine basis.

To qualify as an advocate for every child you will have…

  • 8 or more years of progressively responsible relevant experience, preferably within the humanitarian and or development sector.
  • Exposure to the latest theory and practice of effective knowledge management, preferably applied to large organizations required.
  • Strong project management skills relating to the development and management of knowledge platforms.
  • Track record in projects and partnerships that improve womens participation in everyday life and their use of technology.
  • Experience in monitoring reporting or evaluation of humanitarian or development programming, including experience carrying out analysis drawing from organizational performance systems.
  • Strong quantitative and qualitative data analysis.
  • Proven experience in improving gender balance and equal access to information, knowledge, knowledge management, data collection and analysis.
  • Knowledge of current literature on performance and accountability in the humanitarian sector.
  • Exposure to knowledge of UNICEF work in the humanitarian sector (directly or as a partner).
  • Strong planning and organizing skills; networking and relating skills; communication skills especially writing and drive for results.
  • Advanced knowledge of Microsoft Office (Word, Excel, PowerPoint, Access, Project, Visio, SharePoint), familiarity with ERP systems (e.g. SAP, Oracle EnterpriseOne), proficiency with data visualization software (e.g. Power BI, Tableau, etc.) as well as software for displaying geographical data.
  • Expert level of English, both oral and written. Proficiency in additional official UN languages an asset.

INSTRUCTIONS FOR APPLICANTS

• Rates shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR.
• Please provide examples skills frameworks and or humanitarian learning packages you have designed.
• The applications will be assessed as follows:
o 40% on the quality and originality of examples,
o 30% on the profile of the candidate interview and
o 30% on the price proposal.
Payment schedule is according to deliverable acceptance.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.
