Purpose of Activity/Assignment:

As part of the Generation Unlimited initiative, UNICEF DRC is seeking to engage with different stakeholders such as youth groups, civil society organizations and government agencies to ensure continued learning for young people, but also to support them in developing their skills and finding job opportunities, which can sustain their livelihoods and help mitigate the significant economic impact of multiple crisis.

UNICEF is seeking to work with an experienced consultant who will work closely with government agencies, GenU partners and internally at UNICEF, with programme sections, particularly education and social policy as well as with cross-cutting areas such as innovation. This consultancy will deliver a key role in ensuring the successful roll out of the GenU DRC strategy and achievement of targets.

Scope of Work:

I. Working closely with all relevant stakeholders which includes but is not limited to government agencies, other UN agencies, UNICEF programmes sections, private sector and youth groups to support the development of the Gen-U strategy in DRC including key partnerships and advocacy actions supporting more enabling environment for youth skills and employability in the DRC;

II. Work closely with UNICEF DRC Communication, Advocacy and Partnership (CAP) section to support the development and roll out of a communication strategy which includes a defined focus on youth participation for GenU DRC;

III. Work closely with UNICEF DRC Education, Social Policy and other sections to ensure that the GenU vision is integrated into programme strategies and aligned to outcomes for children;

IV. Work closely with private sector partners and industry associations in DRC to engage them in defining and delivering an enhanced focus on youth skills and employability within their sectors;

V. Develop strong working relations with the GenU Global Secretariat based in New York to ensure regular progress reporting, knowledge sharing and integration of global good and best practices into the GenU DRC approach.

Work Assignment Overview

Deliverables/Outputs

• One technical report produced to inform the development of  the Gen-U strategy in DRC including key partnerships and advocacy actions supporting more enabling environment for youth skills and employability in the DRC

• One technical report produced to support the development and roll out of a communication strategy which includes a defined focus on youth participation for GenU DRC

• One technical report produced to support the integration of GenU vision into programme strategies and aligned to outcomes for children

• At least 5 partnerships with private sector and industry associations in DRC established to engage them in defining and delivering an enhanced focus on youth skills and employability within their sectors

• One technical report produced with recommendations for knowledge sharing and integration of global good and best practices into the GenU DRC approach

Minimum Qualifications required:

  • Minimum 10 years of progressively responsible professional work experience in parternships, communications and/or knowledge management, some at the international level;
  • Familiarity with UNICEF DRC country programme;
  • Familiarity with youth participation, employment and/or education;
  • Thorough understanding of the DRC social, political and social life;
  • Excellent writing and communication skills in French and English;
  • Strong research skills, analytical and conceptual thinking, and ability to effectively document best practices in an analytical manner;
  • Previous experience of work with UNICEF and/or other UN/international entities would be an asset;
  • Ability to work independently, demonstrate initiative, and produce results;
  • Experience working with UN/international entities and/or familiarity with the work of UNICEF desirable.
