We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

PIN is a standalone program consisting of two countries, the Philippines and Indonesia. It was originally a regional program consisting of the Philippines, Indonesia, and Timor-Leste (PINT), which were merged in 2017 to be compliant with budget critical mass, mutualize resources, and foster synergies between the similar contexts. In mid-2019, due to lack of projects and funding opportunities to sustain the operations in Dili, Timor-Leste was closed. By the end of 2021, HI will cease its presence in Indonesia as the country becomes an upper middle-income country. This will make way for a single-country program, The Philippines, in 2022. PIN just launched its operational strategy for 2020-2023, which will focus on transformation aimed at building an autonomous and accountable team, achieving value for money, sustainable resource mobilization, and strengthening operational partnerships with other development and humanitarian actors, with a specific focus on local and national NGOs.

HI has been operating in the Philippines since 1985, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, their families, and communities in different locations throughout the country. HI is working from its head office in Makati City, in collaboration with government, international, and local partners. In the last three decades, HI has been carrying out a range of projects in different thematic areas such as socio-economic inclusion, support to civil society organizations, access to rehabilitation, access to health and prevention, inclusive disaster risk reduction, and emergency response.

HI started its activities in Indonesia in January 2005, right after the earthquake and tsunami which devastated Aceh Province in December 2004. Initially HI’s program focused on post-emergency programs and rehabilitation, and continued with livelihood, advocacy and inclusion. The program then expanded to other areas mainly around Yogyakarta and Solo, and the country office then moved to Yogyakarta in September 2005 until now. National level programs have included the support towards ratification of UNCRPD, and development and education of local P&O services until 2008. The program also responded to major disasters. After 2012, the program moved towards DPO capacity building and promotion of cooperation between CSOs and Local Authorities in inclusive planning and budgeting and economic empowerment, besides implementing Inclusive Education projects.

Currently the PIN program is implementing a total of 7 projects under three Pillars:

Pillar 1: Employment and Livelihood

Pillar 2: Health and Rehabilitation

Pillar 3: Protection and Risk Reduction

Integrated in all Pillars: Emergency Preparedness and Response

The program is operating from its main offices in Makati City, Philippines and the City of Yogyakarta, Indonesia. It has satellite offices and projects in Kalinga, Marawi City, Cotabato City, Cagayan de Oro, Zamboanga del Norte, and the National Capital Region in the Philippines, and the provinces of Jakarta and East Nusa Tenggara in Indonesia.

YOUR MISSION:

Under the responsibility of the Asia Geographic Director, the PIN Country Director contributes within his/her geographical area to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the activities in the Programme, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

  1. Management

1.1: Be the top manager of the Programme organisation

· Set up a team spirit and team functioning guaranteeing synergies and exchange of good practices between the different actors in the Programme and with head office colleagues.

· Based on the Human resources strategy of the Programme (in the StratOp), size and plan annually human resources needs of the Programme.

· Recruit and contribute to the professional development, autonomy and well-being at work of his/her direct managers : in link with the corresponding professional channels, set formalized individual objectives, ensure coherence between HI’s needs and competencies and motivation of his/her teams, develop and monitor competence development plan, evaluate individual performance, contribute to career evolution.

· Acknowledge individual and collective efforts and performance.

· Embody and transmit HI values, ensure compliance with code of conduct and institutional policies, ensure the expected mind set and individual and collective behaviours, and disciplinary measures when necessary.

· Conduct a Programme Steering Committee with his/her direct managers: Operations Manager, Area Managers, Technical Unit Manager & Shared (support) Services managers.

1.2: Steer organisation transformation, in particular through managerial and work practice change and continuous improvement of working processes.

  1. Deployment of HI Strategy 2025 and HI frameworks & regulations in the Programme

2.1: Ensure implementation and annual monitoring of Programme’s Operational Strategy, taking into account context and external constraints, HI’s mandate and 10-year strategy, the Technical Strategies and the Development plans of Emergency, Atlas and Impact-Innovation-Information Divisions.**

· In case of crisis/emergency, implement the framework and set-up decided by HI Operations Director.

2.2 : Be responsible for fundraising and resource planning:

· The Operational Strategy includes a fundraising strategy aligned with HI’s ethical principles and the Institutional Funding Development Plan.

· Develop regular contacts with donors at field level and liaise regularly with IF Division.

· Ensure the best allocation of resources to match Programme ambitions, and plan accordingly (including support missions).

2.3: Ensure the deployment of and compliance with HI global frameworks, institutional policies and standards. These include: the mandatory reference frameworks (such as HI Mission & Values or HI Theory of Change: Access to services), all HI’s institutional policies (Security / Code of Conduct and Safeguarding / Bribery prevention / PME and Project Quality Framework / Age-Gender-Disability), all institutional directives and processes; delegation thresholds; security levels.

2.4: Ensure financial control and monitoring of operations are effective in the Programme: consolidation, control and reporting of operational and organizational elements within the Programme (dashboards, corrective measures, unrestricted fund consumption, etc.)

· Ensure technical quality standards are applied in the projects of the Programme, and monitor the implementation of evaluations and donor audit recommendations.

· Facilitate internal audits (operational, financial and organizational), and ensure the implementation of their recommendations.

2.5: Be responsible for security management: in link with the Security advisor, develop a culture of safety & security at Programme level; ensure that security documents are up-to-date and that all necessary measures are put in place; ensure incident management and reporting according to HI frameworks.**

2.6: With both potential opportunities and risks in mind, ensure continuous monitoring and analysis of current developments in his/her geographical context

· Implement analysis and monitoring of risks related to HI presence and activities; take mitigation actions when relevant.

· Ensure alert on humanitarian needs, and preparation/contingency plans according to StratOp.**

  1. Legal representative

3.1: He/She is the legal representative of the overall HI organization internally and externally, and promotes a high reputation and positive image of HI. This includes:

· Employer’s representative responsibilities and compliance with local working regulations.

· Communications on behalf of HI.

· Representation of HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies.

· Representation of HI vis-à-vis international organizations and coordination mechanisms & system.

· Negotiation and signature of operational partnerships, and monitoring of operational partnerships signed in affiliated countries.

  1. Influence and leadership

4.1: Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) in the Programme’s geographical scope

· Take on the messages of HI global advocacy to all relevant external parties.

· Develop a local specific advocacy activity in accordance with the Operational Strategy of the Programme.

· Develop the communication and information activities, in accordance with the Operational Strategy.

4.2: Carry the overall HI mandate (e.g., advocacy, weapons, emergency) and organization (including Federation, Technical Divisions, National Associations, the Institute)**, internally and externally** (be a representative of HI vis-a-vis external parties)

· Contribute to the conception, promotion and evolution of HI strategy and policies.

YOUR PROFILE :

· You hold a Master’s degree in related field (political sciences, humanitarian work)

· You have at least 3 years relevant experience in program development, fundraising, and donor engagement and 4 years experience in senior management positions in international NGOs

· You demonstrate experience in programming in complex environments with good grasp of geopolitical, socio-economic, humanitarian, and security contexts

· Written and oral communication English

· You know how to Manage and lead a multi-cultural and multi-sector teams, on-site and remotely

· You Know how to position yourself so things can move forward (One team; Leadership; Roles and responsibilities; Making decisions; Taking risks), and are capable to simplify and prioritise (Deciding not to ; Adjusting effort ; Structuring)

· You master Advocacy and networking techniques

CHARACTERISTICS OF THE POSITION :

PHILIPPINES

HI’s expatriate staff are housed in Makati City, where the main office is located. Makati is the business, shopping, and entertainment district of the Philippines, so it is a bustling metropolis and can be pretty expensive. The common accommodation is in high-rise condominiums. Expats may also opt to rent houses outside of Makati City where rent is cheaper, but they have to deal with traffic jams to get to and from the office.

One can live comfortably in Metro Manila, with numerous options for leisure activities for children and adults. It’s an interesting place to explore, but there is still crime. Extra precaution must be taken in commercial centers and public transportation such as buses, jeepneys and the metro/light rail transits. Theft, physical assault, and robbery are among the most common crimes reported to authorities. Other common crimes include pickpocketing, confidence schemes, and credit card fraud.

There is long-standing conflict in Mindanao (particularly in Lanao del Sur and neighboring provinces), so expatriate presence will be only authorized by HQ with the provision of an updated situation analysis. In addition, the New People Army (NPA) conflict is the longest-running Maoist insurgency in the world. Its ‘protracted people’s war’ is aimed at overthrowing the government and replacing it with a socialist-oriented ‘national-democratic’ system.

INDONESIA

The towns are currently peaceful, and there is no particular threat. Yogyakarta, where the main office is located, is a touristic town with numerous good accommodation, restaurants and facilities. The cost of living is low compared to the capital city of Jakarta.

Health

The Philippines and Indonesia have the highest number of Dengue cases in the world. In addition, both countries report the highest number of COVID-19 cases in Southeast Asia. Tuberculosis is also found in some parts, and in 2019 a polio outbreak was reported in the Philippines. Both countries are also high risk for rabies.

Natural Hazards

The Philippines and Indonesia are ones of the most disaster-prone countries in the world. Philippines being affected by typhoons (20 to 30 times per year) from May to December. Indonesia and Philippines are prone to Floods, drought, landslides, volcanic eruptions earthquakes and tsunami. This is due to its location along the Pacific Ring of Fire, a large Pacific Ocean region where many volcanic eruption and earthquake occur, and the North Pacific Basin typhoon belt.
