Background

Objective:
The purpose of this procurement exercise is to contract an individual consultant to support of UNDP efforts to improve the measurement of the impact of UNDP’s engagement on conflict prevention and peacebuilding. Concretely, the consultancy is expected to support the development of UNDP’s Theory/Theories of Change for Conflict Prevention and Peacebuilding nested within various contexts and design relevant impact measurement tools/methodology. This undertaking will enhance UNDP’s capacities in evidence-based policy and programmatic engagement on conflict prevention and peacebuilding.

The consultancy will support UNDP’s impact measurement capacities for conflict prevention and peacebuilding specifically through:

Supporting the development of a Theory of Change for UNDP Conflict Prevention and Peacebuilding programs.

Developing and piloting an impact measurement tool, with relevant indicators and monitoring mechanisms to allow tracking impact against the Theory of Change; and

Development of training modules and conducting trainings for UNDP staff on the use of the impact measurement tool.

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Crisis Bureau guides UNDP’s corporate crisis and fragility related strategies and vision for crisis prevention, response, and recovery. The Bureau has the responsibility for support to prevention, crisis response, resilience, recovery, and peacebuilding work under the auspices of UNDP’s Strategic Plan. The Conflict Prevention, Peacebuilding and Responsive Institutions (CPPRI) Team covers the following thematic/programming areas as part of the Global Policy Network (GPN):

Conflict prevention and Peacebuilding

Preventing Violent Extremism (PVE)

Core government functions, including local governance

Climate Security.

CPPRI/ Crisis Bureau is currently finalizing the articulation of it Conflict Prevention and Peacebuilding offer, informed by engagement and consultations with UNDP Regional Bureaus, Country Offices and a wider set of partners.

UNDP’s Prevention Offer puts forward a stronger development lens to act early and at scale in conflict & crisis prevention and peacebuilding. Its objectives are threefold: to stabilize and protect hard-won development gains; to mitigate risks of relapse or recurrence; and to build institutional and community resilience to sustain peaceful development pathways. The prevention offer is anchored in the SDGs and global frameworks, and aims to concretize UNDP’s engagement with Sustaining Peace as a responsibility of the entire UN system, in line with the General Assembly and Security Council resolutions on the Review of the United Nations Peacebuilding Architecture adopted in 2016 and to support delivery on SDG 16 on Peaceful, Inclusive Societies in the Decade of Action.

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Support the development of a Theory of Change for UNDP Conflict Prevention and Peacebuilding program, informed by relevant UNDP policy guidance and knowledge products, mapping of programmatic engagement, reports and findings of UNDP consultations, and any other relevant material as advised by the Conflict Prevention and Peacebuilding team.

Develop and initiative a concrete consultation road map including UNDP staff from HQ, Regional Hub, Country Offices as well as other UN agencies including PBSO, DPPA etc.

Based on the draft Theory of Change, develop an impact measurement tool to track future UNDP interventions’ contributions to Conflict Prevention and Peacebuilding.

Validate the draft Theory of Change and draft impact measurement tool in consultation with relevant focal points in UNDP Crisis Bureau and UNDP Regional Bureaus, and through initial pilots

Train select UNDP staff on the use of the impact measurement tool and develop relevant training materials to support future trainings.

Competencies

Professional Skills:
Excellent research, analytical, writing and communication skills.

Capacity to translate conceptual knowledge into accessible written and knowledge products including substantive and innovative training methodologies.

Deep knowledge and/or research experience in conflict prevention, peacebuilding, conflict sensitivity and social cohesion.

Interpersonal and communication skills:
Strong communication skills and proven ability to collaborate between different actors and high level of internal and external relationship management.

Uses tact and sensitivity when delivering sensitive information or resolving delicate issues.

Demonstrates openness to change and ability to manage complexities.

Required Skills and Experience

Academic qualifications:
A minimum of a master’s degree or equivalent in social sciences, political sciences, conflict resolution, international development, international relations, or related field is required.

Experience:
At least 10 years of experience in designing and implementing programming in the field of conflict prevention and peacebuilding, including but not limited to, mediation, dialogue, reconciliation, social cohesion, conflict analysis, conflict sensitivity, infrastructures for peace, and others. Required

At least 5 years of experience in project and programme monitoring and evaluation in areas relevant to conflict prevention and peacebuilding. Required

Demonstrated experience of leading professional trainings for peacebuilding practitioners. Required

Good understanding of the United Nations system, and UNDP, its expertise, practices, and procedures; particularly in conflict-affected and fragile areas is an asset.

Language:
Fluency in written and spoken English is required.

Working knowledge of another UN language would be an asset

Application Procedure

The application package containing the following (to be uploaded as one file):

A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment.

Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references;

A two-page workplan, including methodology on how the Offeror will conduct the work including a Work Plan and approach in delivering the required outputs within the assignment period;

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day – lunch time is not included – and estimated 21.75 days per month).

The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.

This consultancy is a home-based assignment, therefore, there is no envisaged travel cost to join duty station/repatriation travel.

In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Being responsive/compliant/acceptable; and

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation – Total 70% (70 points):
Criteria 1: Relevance of work experience in designing and implementing programming in the field of conflict prevention and peacebuilding; (10 years) Maximum Points: 10.

Criteria 2: Relevance of experience in project and programme monitoring and evaluation; (7 years) Maximum Points: 10.

Criteria 3: Relevance of experience in leading trainings for peacebuilding practitioners; (7 years) Maximum Points: 5.

Criteria 4: Relevance of experience in working for/with UNDP or another international organization; (5 years) Maximum Points: 5;

Criteria 5: Quality of the proposed methodology/workplan; Maximum points 5 and

Interview: Maximum Points: 35

Having reviewed applications received, Candidates scoring a minimum of 70% (24.5) in criteria 1-5 will be invited for interview. Please note that only shortlisted candidates will be contacted.

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation – Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangementThe consultant will work under the guidance and direct supervision of the Head of Conflict Prevention, Peacebuilding and Responsive Institutions (CPPRI), with day to day management by the Team Leader- Conflict Prevention and Peacebuilding Team Leader and will be responsible for the fulfilment of the deliverables as specified above.

Payment modality

Payment to the Individual Contractor will be made based on the deliverables accepted and upon certification of satisfactory completion by the manager.
