Background Information

International Justice Mission is a global organization that protects people in poverty from violence. IJM partners with local authorities in 21 program offices in 14 countries to combat slavery, violence against women and children, and other forms of abuse against people who are poor. IJM works to rescue and restore victims, hold perpetrators accountable, and help strengthen public justice systems.

Together with partners, IJM collaborates with local authorities to strengthen justice systems, and build communities where all people can expect to be safe and protected. As justice systems serve survivors and hold criminals accountable, potential perpetrators realize they cannot abuse and exploit people without consequence—creating a powerful deterrent. Vulnerable people are protected in places where violence was once common.

Description of the Project

Implemented by International Justice Mission (IJM), the project aims to reduce prevalence of commercial sexual exploitation of children (CSEC) among targeted communities in Kilifi, Kwale, and Mombasa counties in the southern coastal region of Kenya through improving the criminal justice response to combat CSEC and through coordination with related social services. The project will strengthen the government of Kenya’s capacity to effectively investigate and prosecute CSEC through engagement with victims and communities to increase reporting and by engaging in training, mentoring, and technical assistance within the justice sector and with social service officials to promote victim-sensitive investigations, prosecutions, and case management.

Purpose of the Consultancy

The purpose of the consultancy is twofold:

  1. Develop training content regarding the prosecution and adjudication of Commercial Sexual Exploitation of Children cases that can be used in curriculums for training prosecutors and magistrates, and other training curriculums as needed. The content should focus on improving knowledge of the body of laws related to CSEC, identifying CSEC cases during the Decision to Charge, and improving the experience of victims and children participating in prosecution cases.

  2. Using the above-mentioned training content, as well as other training content IJM is developing, produce a curriculum that can be used to train prosecutors and a curriculum that can be used to train magistrates selected from across the region.

Scope of Work

The scope of work of this consultancy is to:

a) In consultation with IJM, ODPP and the Judiciary, the consultant will conduct a training needs assessment to determine the areas of capacity development that prosecution and magistrate curriculums will address.

b) Develop prosecution and magistrate training content that can be used in CSEC prosecution and adjudication, and other curriculums.

c) With above mentioned content, and content provided by IJM, develop training packages for training of prosecutors and magistrates. The training packages should include the curriculums (facilitator guides), power points presentations, participant handouts and pre and post training assessment tools that will be used to determine whether the information has been internalized by the trainees.

d) Engage in curriculum validation meeting(s) and generate final curriculum and validation meeting report.

e) Engage in the training of prosecutors and magistrates, including potential overall training facilitation.

f) Produce final training report.

Proposal Requirements

a) Outline of the content to be included in the curriculums

b) Detailed activity plan

c) Budget breakdown indicating costs, including personnel and administrative costs

d) Detailed C.V with relevant references

e) Samples of curriculums developed in the last two years

NOTE, the consultant is expected to keep all IJM content confidential and not share without IJM’s permission.

Approach

The consultant is expected to adopt a proactive approach by liaising with the relevant stakeholder and creating a curriculum that will address the training needs of prosecutors and magistrates in handling CSEC cases.

Timeline

The expected completion date for the training content and packages is not later than 60 days from the date of signing the contract.

Expected Profile of the Consultant

The Consultant must have demonstrated a thorough knowledge of the Kenyan security and criminal justice system. This should include knowledge of the institutions, policies, challenges and successes, preferably in Commercial Sexual Exploitation of Children or in Child Protection programming.
