Scope of Work: The Digital Cash Assistance (DCA) Coordinator will work to provide relief to the most vulnerable populations in Les Cayes to gain access to basic household needs. Supervised by the Economy Program Manager, the DCA Coordinator will also work closely with the Public Health Coordinator and other nutrition field staff to oversee the household selection, vendor selection and day-to-day implementation of the digital cash assistance programming. The DCA Coordinator is expected to travel to the field frequently for higher level decision making, particularly during the often challenging stages of identification of beneficiaries who fit the vulnerability index, vendor selection, community sensitization, and dispute resolution.
This DCA program will leverage a decentralized account system in which the money being transferred is truly controlled by whichever account holds the money. This system is called blockchain technology, and it is particularly useful at automating trust between transacting parties, given that it can be completely tamper-proof, and radically transparent.
The main objective of the DCA Coordinator is to ensure the development, implementation, monitoring and evaluation of digital cash assistance programming activities, specifically unconditional digital cash grants. The position will consolidate information about what families used their cash to purchase and how it contributed to their wellbeing status.
Major Responsibilities:
Project Coordination
-
Apply technical knowledge and skills to implement community delivery of digital cash based program
-
Coordinate and monitor project timelines while effectively communicating project needs and related information as required
-
Participate in the process of identifying beneficiary and vendor communities
-
Ensure appropriate community messages are transferred to the beneficiaries, vendors, and other key actors
-
Compile and submit regular project reports and updates
-
Manage project-related paperwork by ensuring all necessary materials are current, properly filed, and stored
-
Work with project team for training events, data collection, mapping, and data reporting
Training and Implementation, Technical Assistance
-
Monitor grant-implementation, the setting of targets, and the achievement of results
-
Provide strategic and technical support in monitoring and evaluation, results reporting, data utilization for program decision-making and knowledge management
-
Write reports, analyzing findings, and provide recommendations as required
-
Develop one or more trainings for digital cash transfer program
-
Ensure training/re-orientation for vendors and beneficiaries
-
Evaluate potential problems and technical hitches and develop solutions
-
Troubleshooting assistance for 20+ vendors, and 150+ beneficiaries
Other Duties

Attend staff meetings and trainings as required

EDUCATION / EXPERIENCE
-
Previous Cash Transfer program management experience required
-
Fluency in English and Haitian Creole or French, spoken and written, is required;
-
BA Degree in Business Administration, Accounting, International Development, or a related field preferred
-
Operational experience in implementing cash transfer programmes, in particular in establishing and overseeing cash delivery mechanisms involving external finance service providers.

3+ years project management and coordination experience – managing work plans, timelines, and deliverables
-
Experience in using internal controls systems to support cash assistance program delivery in the areas of financial management, logistics, and security and programme delivery.

Demonstrable understanding of M&E and beneficiary accountability
-
Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities

Experience with data tracking and reporting using Excel and/or other project management tools
-
Experience developing trainings for adult learners on adopting new web-based technologies and systems, especially with an audience that has a range of comfort with technology
-
Good communicator with strong organizational, time management, research and analytical skills;
-
Excellent interpersonal, cultural and diplomatic skills;
-
Technical expertise in education, infrastructure, health, and protection would be advantageous;

Strong computer skills: must be competent in the use of Windows MS office, Google Gmail tools and Salesforce, Adobe, Asana and other design tools;

Good attention to detail;

The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances;

Experience or knowledge of working and living in relevant regions/contexts.

This is a full-time position based in Les Cayes, Haiti. Compensation is based on Hope for Haiti’s Compensation Scale.
