BACKGROUND AND POSITION OBJECTIVE

Diversity, Equity and Inclusion (DEI) is a key priority for MSF OCBA. We are looking for a Diversity, Equity and Inclusion Lead that will advance our initiatives for improved diversity, equity and inclusion within the organization and our field operations. The DEI lead reports to the MSF OCBA General Director and works closely with field teams, DEI focal points in all departments, the Behavior Unit, the Regional offices and in tandem with the DEI/culture referent in the HR Department and the People Centered Approach referent in Operations.

The Diversity, Equity and Inclusion Lead is in charge of articulating a vision, develop and implement a strategy and action plan on DEI, in line with OCBA Strategic Orientations and mainstreamed in field programs as well as workforce and workplaces policies and practices.

DUTIES AND RESPONSIBILITIES

Vision, strategy, planning and monitoring

· Through an inclusive approach lead the permanent review of the strategy and roadmap/workplan on DEI for the coming 4 years, including setting up concrete goals to be achieved and metrics to measure the progress towards those goals.

· Review current implementation plan and adapt it according to agreed strategy.

· Support the implementation, coordinate the efforts of those involved and ensure global overview of all DEI initiatives across the house.

· Finalize the development of a monitoring framework and system

· Coordinate the implementation of the monitoring system, including developing the necessary tools and compiling the necessary information from the field and different departments.

· Provide technical advice and support to integrate DEI in existing monitoring systems within OCBA ensuring that relevant data is disaggregated by markers of inequality.

Implementing the DEI agenda

· Coordinates the review of existing processes, policies, rituals, systems, tools, spaces, etc. to identify obstacles that might constitute a barrier for DEI. Recommend possible changes and support the implementation of the agreed measures to overcome those obstacles.

· Lead the development of new processes, policies, rituals, systems, tools, spaces, etc. when needed to help advance the DEI agenda.

· Collaborate closely with the HR Department and more specifically with the DEI/culture referent in the HR Department to put in place all the necessary workforce and workplace actions to advance the DEI agenda.

· Collaborate closely with all departments, especially Operations, Medical and Logistics Departments to identify gaps on DEI at programmatic level and to define strategies to overcome those gaps, with a particular attention to intersectional gender analysis and gender mainstreaming.

· Collaborate closely with Ethics and Abuse Unit to ensure coordinated plans to reduce the number of incidents of abuse and misbehavior based on discrimination, oppression and racism.

· Collaborate closely with the Fund Raising and Communications Departments to ensure our public image and narrative is impregnated with a DEI lens and more specifically with an antiracist and gender one.

· Keep OCBA General Direction and Management Team informed on the advances on the DEI agenda and on potential risks and challenges.

Culture

· Contributes to the implementation of the OCBA Culture plan and monitors its progress

· Co-leads the implementation of the leadership program together with the DEI/culture referent in the HR Department

· Develop awareness raising, learning and dissemination activities for OCBA staff to contribute to increased education and awareness on DEI.

· Works closely with Internal communication lead to ensure there is a DEI lens in what we say and how we say it internally.

· Provide regular updates for MSF OCBA staff and association regarding our work on DEI in different formats, regularly sharing updates and gathering input emphasizing a culture of transparency and inclusiveness.

Mainstreaming gender:

· In charge of developing the gender agenda as described above for DEI.

· Liaison with OCBA gender group.

· Ensuring we incorporate gender lenses in field operations, thus enduring that access, safety and dignity for all is guaranteed.

· Ensure we eliminate any gender-based barriers that limit access, participation, permanence and promotion of women in the organization.

Mainstreaming race and other intersectionalities:

· Liaison with the OCBA Antiracist Committee.

· Ensure we eliminate any racial barriers, as well as other intersections as sexual orientation, disabilities, age and origins that limit access, participation, permanence and promotion of any person in the organization.

Network

· Actively participate in MSF OCBA groups on gender, race, LGBTIQ+ rights and disability rights, and keep them involved in the implementation and monitoring of the DEI strategy.

· Develops a collaborative dynamic with the MSF DEI focal points to allow mutual learning and collaboration. Link with the MSF movement to promote DEI.

· Stay informed of DEI initiatives, best practices and conversations happening within the international context, in other humanitarian or developing organizations and in other sectors, and document/share information that is relevant for MSF OCBA or the wider movement.

· Develops a network of “experts” together with the regional Offices to support us in the implementation of our DEI agenda

SELECTION CRITERIA

  • A deep passion on Diversity, Equity and Inclusion issues. Specific education will be valued.

  • Work Experience on DEI on a role of responsibility

  • Program management experience, particularly on gender equality and antiracism rights programs

  • Experience in developing programs, guidelines and/or tools on gender equality, and in intersectional gender analysis, gender mainstreaming and antiracism.

  • Experience in transformation and change management

  • Humanitarian/development experience desirable

CONDITIONS

· Position based in any OCBA hub Barcelona, Madrid, Buenos Aires, Amman, Dakar and Nairobi.

· Minimum commitment with the post of 3 years.

· Full time job.

· Annual gross salary: HQ-5 + secondary benefits based on MSF OCBA Reward Policy.

· Starting date: Immediately
