Qualifications and Education Requirements:

  • Advanced University degree in education, social studies, or related field.
  • At least 4 years’ work experience in managing the implementation of large education programs in the humanitarian sector. Experience working in emergency, development, or recovery program context preferred.
  • Demonstrating experience in leadership positions supervising a team of staff. Experience with staff development and/or remote management experience highly valued.
  • Capacity to work closely with institutional partners and private donors.

General Work Experience:

Under the supervision of the Head of Programs, the sector program manager will be responsible for the development, coordination, and implementation of all projects in northwest Syria. The Sector Program Manager will directly supervise program coordinators in Tukey, in addition to the Syria-based Sector Field Coordinator, and will provide close oversight of the program team inside Syria. S/he will coordinate closely with other sectors to ensure providing comprehensive interventions on the organization level.

Skills:

  • Excellent oral and written communication skills in English and Arabic.
  • Good training and facilitation skills.
  • Computer skills: Word, Excel, Outlook, MS Team, PowerPoint.
  • Fluency in English and Arabic is a must.
  • Strong financial management skills.

Abilities:

  • Understanding of project design, project management, and Monitoring Evaluation Accountability and Learning (MEAL).

  • Willingness to travel across Turkey and to inside Syria needed.

Essential Duties and Responsibilities:

Program Development and Quality: 20%

  • Working with HoPs to explore new partnership opportunities and implement SR strategy.
  • Develop sector strategy, including design of program interventions to meet needs identified through the assessment.
  • Develop of log-frame and master budget for the sector.
  • Develop a risk plan for the sector.
  • Under the lead of HoPs, develop proposals (including narrative, budget, work plan, and procurement plan)
  • Ensure incorporation of cross-cutting issues, (for example: including gender & protection mainstreaming)
  • Set high-quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
  • Support efforts to document best practices and lessons learned for sector response interventions and remote management for organizational learning, sharing among peers, and donors.

Planning & Implementation: 30%

  • Develop detailed work planning and monthly updating of work plans (for each project).
  • Provides budget forecasts for program spending to the HoPs.
  • Take necessary steps to ensure proper management and utilization of budgets.
  • Develop procurement plan and risk plan.
  • Use appropriate program management tools to plan and track the progress of all projects’ implementation.
  • Ensure program quality standards are understood and maintained by the sector program team.
  • Develop monthly/regular reports for the key achievements per month.
  • Delegate tasks and responsibilities appropriately.

Grant Management: 10%

  • Understanding of basic grant details and reporting requirements.
  • Understanding of donor requirements and partner process (e.g., partners’ procurement standards)
  • Ensure grant management compliance with donor regulation.
  • Donor reporting: write the narrative report and review the financial report.

Staff management and Capacity Building: 15%

  • Development of job descriptions of his sector team.
  • In coordination with HR, lead the recruitment of his team (including developing written test and interview questions).
  • Ensure all staff understands their roles and responsibilities. And have the necessary resources to carry it out.
  • Lead, manage, coach, and supervise direct staff to meet program objectives with the highest levels of programmatic and management quality on time and within budget.
  • Ensure that direct reports and their teams successfully complete their annual Performance and Development Plans, conduct regular coaching sessions, and follow through on high-quality self-appraisals and assessments.
  • Identify both program quality and management quality capacity building needs of the staff and follow up with management to organize relevant support (training, coaching, mentoring)
  • Set an example of adhering to best practices for staff safety and security and ensure staff does the same.

MEAL Component and Coordination: 15%

  • In coordination with the MEAL team, create and maintain sector-related MEAL binder.
  • In coordination with the MEAL team, lead sector-related needs assessment in northwest Syria.
  • Lead analysis of assessment findings to design robust program with the support MEAL team.
  • Support MEAL team in the development of sector-related MEAL tools for collecting program data.
  • Set a quarterly meeting with the MEAL team to cross-checking data and ensure the quality of reporting.
  • Ensure monthly completion of 4Ws and submission to the MEAL department and related clusters.
  • Closely follow-up with MEAL team on related program complaints from accountability team to ensure taking required action and closing the loop.

Representation: 10%

  • Represent SR in external meetings including working group meetings, and interagency coordination to gaps are appropriately covered without duplication.
  • Working on new partners / new opportunities.
  • Representing SR in all direct communication with partners/donors.

Key Working Relationships:

Internal: Head of Programs, Sector team inside Syria, Supply Chain and logistic department, HR department, MEAL Department, Operations Department, other sectors program managers, Area Manager, and heads of offices inside Syria.

External: Related Cluster, INGOs, and national NGOs working in Syria, UN, and other humanitarian organizations.
