The internal displacement of the population and a political and economic standstill in the country, putting children’s life at risk as disruption to basic services continues. UNICEF Afghanistan is determined to stay and deliver in challenging situations.

How can you make a difference?

The consultant will provide timely support to facilitate technical review of submissions of partnership document as well as providing guidance to the section on eTools and UNPP, PSEA assessment, and HACT assurance. Special attention will be paid to the L3 SSOP for simplification of procedures, balancing it with a risk management approach, in order to ensure that the procedure does not become the bottleneck in mobilizing partners to respond to the humanitarian crisis.

The consultant is expected to work full time from a remote location to support Afghanistan CO in the following areas.

  1. Provide guidance and support to programme section on CSO procedure specifically to facilitate activation of contingency PDs, amendment of existing PDs, preparing SSFA and PDs with new partners.
  2. Facilitate technical review of partnership submissions before it is submitted for Deputy Representative Programme ensuring quality and timely review.
  3. Support programme section with eTools entries including UNPP, PMP, PRP, TPM/TRIP, PSEA assessment modules.
  4. Follow up on HACT assurance plan implementation including ongoing HACT audits with due consideration of the situation on the ground.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields is required: Development studies, International Development, Business Administration, Financial Management, Economics, Auditing, Project/Programme Management or another relevant technical field.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five years of professional experience in one or more of the following areas is required: programme development/management, financial planning and management, or another related area.

    Experience working in a developing country is considered as an asset.

    Relevant experience in a UN system agency or organization is considered as an asset.

    Hands-on knowledge on HACT/CSO procedure and eTools is an asset

  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
