Description of Organization: This position is located in the United States Agency for International Development (USAID), Bureau for Development, Democracy and Innovation (DDI).  DDI integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work.  It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.  The organizational functions of the Bureau are described in ADS 101.

The position sits in the DDI Program Office’s Learning and Knowledge Management Team (DDI/PO/LKM). DDI/PO/LKM provides high-quality, customer-focused Knowledge Management (KM), Monitoring, Evaluation, and Learning (MEL) and Policy, Risk, and Compliance (PRC) services to DDI and other USAID Operating Units. The team ensures that DDI provides consistent, high-quality support and data to the Agency (Washington Regional and Pillar Bureaus and Missions). This team provides technical support to key Agency systems [e.g., Development Information Solution (DIS), Consolidated Audit and Compliance System (CACS)] and the Agency Approach to Field Service (AAFS) and regularly disseminates updates to the DDI Bureau. This team acts in the liaison role between PPL, Washington MEL working groups, M Bureau and DDI Hubs/Centers/Offices to capture and share best practices and tools, and coordinates and advises on many annual processes.

Description of Position: The incumbent will undertake the following duties and responsibilities:

  • Supports mitigating DDI risks by improving transparency around compliance issues and responding to internal and external USAID stakeholders;
  • Coordinates key tasks from the public interested in learning more about DDI programming and funding opportunities;
  • Proactively coordinates with the Management Bureau and the Bureau for Policy, Planning and Learning on various taskers and requests;
  • Assesses and mitigates DDI’s risk, improves transparency around compliance issues and responds to internal and external USAID stakeholders;
  • Coordinates key tasks from the public [e.g., Freedom of Information Act (FOIA), Unsolicited Proposals, OPEN questions] interested in learning more about DDI programming and funding opportunities;
  • Coordinates the annual Enterprise Risk Management and Federal Managers Financial Integrity Act submissions;
  • Updates and clears Automated Directives System (ADS) chapters;
  • Improves the efficiency and effectiveness of DDI programs by ensuring the Bureau is responsive to external requests and monitoring recommendations;
  • Analyzes and interprets existing and proposed agency regulations related to the policy, risk and compliance portfolio while providing oversight of Bureau compliance with these regulations;
  • Drafts informational and action memos for Bureau leadership and replies to correspondence, special reports, and other documents related to policy, risk and compliance matters; and
  • Ensures that all responses to policy, risk and compliance processes are timely and accurate and monitoring tools are transparent and regularly shared with DDI Hubs/Centers to improve responsiveness and compliance.

Qualifications:

  • Must be a U.S. citizen.
  • You must have one year of specialized experience equivalent to the next lower grade level FSL-03 of this position. Examples of specialized experience include:
    • Experience coordinating high-profile taskers with input from various stakeholders and with quick turnarounds and deadlines;
    • Experience working on a variety of agency policy, risk and compliance functions including familiarity with the Freedom of Information Act (FOIA), Government Accountability Office (GAO) and Office of Inspector General (OIG) processes and risk management procedures;
    • Experience with the Enterprise Risk Management and Federal Managers Financial Integrity Act submission process;
    • Experience developing guidance and coordinating annual processes with Bureau-wide inputs; and
    • Experience developing Standard Operating Procedures.
  • Must be eligible to obtain and maintain a Secret security clearance.
