Summary: The Performance Monitoring Officer works as part of a small, DC-based program support unit for NDI worldwide. Under the supervision of the MRC Manager, this position will guide regional teams in their performance monitoring practices and in utilizing two M&E databases around the project cycle.

Essential Duties And Responsibilities

Project Design

  • Independently review and comment on MEL documents drafted by program teams including AMELPs, PIRs, and PMPs

Project Start-Up & Project Management

  • Support the establishment of an Institutional M&E database by completing requirements gathering, conducting feature tests, and liaising with vendor staff
  • Support data management processes and the implementation of database protocols
  • Develop the internal reporting and visualization system with the support of other MEL staff
  • Lead efforts to advance mobile and innovative data collection & analysis practices by researching technologies and opportunities for alternative data collection and analysis methods for the institute
  • Engage with programs teams to ensure quality monitoring and data management practices including developing data collection tools and responding to DQAs
  • Provide guidance to the Database Assistant in building and troubleshooting programs and data in both the Institutional and CEPPS-consortium database
  • Maintain the Institute’s M&E database including conducting institutional DQAs, running queries, and ensuring structural integrity  as part of a larger team
  • Support the development of data dashboards for funding mechanism (GEPT, PAIRS, FFF)

Project Evaluation

  • Conduct preliminary data analysis and data visualization for both quantitative and qualitative data
  • Support preliminary analysis of surveys distributed to external MEL partners in the FFF consortium
  • Support baselines and midterms in data management, and analysis including support for M&E system set-ups in the field post-baseline
  • Support annual and periodic trend analyses for institutional stakeholders

Learning

  • Draft training materials for a wide variety of functions and users of  the Institute M&E database in coordination with the Learning Technologist and the Database Assistant
  • Design and conduct trainings for DC and Field staff on database functions, protocols, technology use in coordination with other MEL staff

Admin

  • Coordinate and organize logistics for MEL-sponsored events with both internal and external participants
  • Update and maintain multiple systems for tracking MEL work including technical assistance requests, project trackers and team meeting agendas
  • Track progress on proposal design, submission dates, feedback and approvals for key funding mechanisms for the institute including PAIRS and EPT
  • Perform other administrative duties as necessary

Education And/Or Experience

  • Bachelor’s degree in social science, or related subject; graduate degree preferred
  • Three or more years’ experience with a combination of monitoring & evaluation, data cleaning & management, database support, and administrative duties
  • At least two years’ experience in Monitoring & Evaluation around the project cycle
  • Experience with relational databases including online databases
  • Experience in administrative support in a large organization with multiple sets of administrative requirements
  • Experience in conducting trainings and developing learning resources
  • Experience in quantitative and qualitative data management
  • Experience in qualitative and quantitative data analysis and/or visualization

Required Skills And Abilities

  • Understanding of data cleaning processes and documentation of data inconsistencies
  • Ability to learn new technologies quickly
  • Ability to troubleshoot processes and technology for power users
  • Experience with data visualization tools
  • Ability to coordinate and manage event logistics
  • Ability to create technical guidance documents
  • Excellent oral communications skills to effectively present information, respond to questions, including audiences without a technical background
  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired.
  • Foreign language ability applicable to one of the regions where NDI works, French, Arabic and/or Spanish preferred

This is a union position to be represented by the Office and Professional Employees International Union (OPEIU) Local 2.

As a result of COVID19, this position will start in a remote capacity. However, when the office re-opens, this position will be based in our Washington, DC office and the expectation is that you would be based locally by September 2021 to fulfill this obligation. NDI does not cover relocation costs for this position.
